POSITION DUTIES
This position serves as the Comptroller's lead for small business and community development engagement, assistance, and policy. The position interfaces directly with businesses and business groups, community and economic development officials, and nonprofits across the State to provide information and assistance relating to taxes and tax credits, certifications (such as the Minority Business Enterprise (MBE) and Small Business Reserve (SBR) programs), government procurement, access to State financing programs and other sources of capital, and more. The position is responsible for leading and managing events (often in partnership with State and nonprofit partners), such as small business trainings, community development conferences, and outreach to MBEs. The position also serves as the Agency’s MBE and SBR Liaison and supports the Comptroller on relevant State boards and commissions, such as the Maryland Community Investment Corporation, the Maryland Small Business Development Financing Authority, and the Maryland Clean Energy Center Climate Catalytic Fund. Additional duties include but are not limited to:
- Develop/manage contacts list with businesses and business leaders, community development organizations and leaders, and related organizations across the State.
- Lead ongoing communications and outreach efforts with small businesses, community development groups, and related associations and groups.
- Provide assistance to small business and nonprofits in navigating taxes and certifications, tax credits, and other State resources.
- Serve as the agency's MBE and SBR liaison, which includes tracking procurements, producing quarterly and annual reports, and organizing/attending outreach events.
- Lead the Comptroller's Business Advisory Council.
- Support the Comptroller and Deputy Comptroller on various State boards.
- Work with other divisions in the PPI team on procurement, policy research, investment, and state spending in relation to small businesses and community development.

MINIMUM QUALIFICATIONS
Education: Bachelor’s degree in economics, finance, political science, sociology, or related field from an accredited college or university.
Experience: 7-10 years of experience working in the small business and/or community development fields, in policy, partnership, program, operations, and/or outreach roles.

DESIRED OR PREFERRED QUALIFICATIONS
- Master’s degree in business administration, public administration, policy or a related field
