Main Purpose of Job

This position functions as the Director of Regulation and Policy for all regulatory/policy administrations under the Maryland Department of Health (MDH), including Maryland’s Medicaid Program, all Public Health Programs, the Office of Health Care Quality, the Developmental Disabilities Administration, the Behavioral Health Administration, and all of Maryland’s health occupations licensing boards.

This important role serves as the agency lead to create, modify, refresh, or retire appropriate Code of Maryland Regulations (COMAR) as a result of legislative or policy changes. This position works collaboratively with units across MDH to research, recommend, and draft policy on health in Maryland. 

This individual mentors MDH unit managers and staff on processes for developing regulations and appropriate content for regulations. This includes providing initial and ongoing regulatory training to staff as needed. In addition, this position is responsible for the evaluation, analysis, research, and development of policies and regulations in accordance with State and Federal guidelines, or sub-regulatory guidance. This role will work collaboratively within MDH to implement updated policy and regulations, including development of reference materials and technical assistance to the agency. 

Through collaboration and coordination with the Deputy Secretary for Public Health Services, Deputy Secretary for Behavioral Health, Deputy Secretary for Developmental Disabilities, Deputy Secretary for Health Care Financing, Chief of Staff and the Secretary, this position oversees and directs the development, evaluation, coordination and promulgation of all regulatory and policy actions with the various administrations of the Department. This position leads priority and routine issues pertaining to regulation and policy development within the Department on behalf of the Secretary; Coordinates with MDH Assistant Attorney General's office and with the local health departments (LHDs), and other State agencies; Oversees relations with the Administrative, Executive, Legislative Review (AELR) Committee and the Secretary of State's Division of State Document and serves as the liaison on behalf of the Secretary to these entities. In addition, this position develops reports and presentations as needed; establishes, coordinates, and conducts individual and group training sessions; and oversees the budget for the Office. 

These activities directly support MDH’s ability to ensure compliance with evolving federal and state legislation and associated regulations.

MINIMUM QUALIFICATIONS

Qualified candidates must possess a bachelor's degree from an accredited college or university, 6 years of professional health or human services experience, including at least 3 years of supervisory experience and at least two years of experience with Maryland health policy.  Candidates must also possess familiarity and experience with Maryland's regulatory process.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred candidates should possess the following:

  • Advanced degree in law, policy or public administration;
  • Experience with management and health policy experience;
  • Knowledge of health policy issues in Maryland;
  • Familiarity with the Code of Maryland Regulations (COMAR); and,
  • Strong problem solving, writing and communication skills.
