Introduction

The Maryland Insurance Administration (MIA) is an independent State agency that regulates Maryland’s $46 billion insurance industry and protects consumers by monitoring and enforcing insurers’ and insurance professionals’ compliance with State law. Staff members are subject matter experts who serve as a resource for lawmakers, consumers, and other public and private entities. 

 

The MIA is charged with a broad range of responsibilities including the licensure of insurance carriers and insurance producers (brokers/agents) operating in Maryland, the conduct of financial examinations of companies to monitor financial solvency, and the review and approval of rates and contract forms. The MIA investigates reports of consumer fraud and consumer complaints about life, health, automobile, homeowners, and/or property insurance.  Insurance carriers are subject to market conduct examinations and other actions to monitor compliance with Maryland law. The MIA also has a unit dedicated to consumer education and outreach, which participates in hundreds of events and reaches thousands of individual consumers annually.

POSITION DUTIES

The Chief of Staff serves as a strategist, consultant, and implementer of the Administration's public policy initiatives, in consultation with the Commissioner, Deputy Commissioner, and agency senior staff. The Chief of Staff facilitates collaboration and communication across the Administration, directs resources and time, and sets priorities for the Administration's strategies, policies, and procedures. The Chief of Staff will act on behalf of the Commissioner and Deputy Commissioner to steer key initiatives from conception to completion, represent the agency in inter-agency and external workgroups and communications, and drive decision-making processes to ensure rapid response and alignment with Administration goals. This position will prepare recommended policy actions for the Commissioner’s approval; oversee development of policy initiatives; develop, implement and manage short and long-range plans for program operations and resources; and track progress on MIA activities pertaining to the advancement of strategic plans.

 

The Chief of Staff serves in a leadership capacity to MIA staff and will be responsible for assigning work, monitoring the progression and completion of tasks/projects, and employee training. This position reports directly to the Insurance Commissioner.   

MINIMUM QUALIFICATIONS

Education: Bachelor's degree from an accredited college or university in Political Science, Public Policy, Public Administration, Business Administration, Management or related field.   

 

Experience: Seven years of administrative staff or professional work experience, of which three years of that experience involved analyzing, researching, evaluating, developing and/or implementing policies.   

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess:

  • Master's degree from an accredited college or university in Political Science, Public Policy, Public Administration, Business Administration, Management or related field. 
  • Excellent project management and organizational skills
  • Strong analytical and problem solving skills
  • Excellent written and oral communication skills.
