on the Maryland School for the Deaf – Columbia Campus.

Main Purpose of Job
Plan, coordinate, and administer the job duties of the agency buyer,
which includes procurement for both campuses in order to meet the needs of the
School in its mission to provide a quality education to its students.
POSITION DUTIES
Directs and supervises
the purchasing operations and functions of a medium size State institution;
Prepares or reviews
all final financial documents for all supplies, materials, equipment and
service contracts purchased by a medium size State institution and ensures all
transactions are recorded in the State purchasing system;
Establishes practical
inventory levels as well as inventory control measures;
Directs and supervises
the operations of all storerooms, handling the receipt, storage, and issuing of
supplies, materials, and equipment;
Supervises and directs
all office and storeroom personnel directly related to the purchasing section;
Secures bids and
awards contracts on specific lines of merchandise not purchased through the
Purchasing Bureau;
Keeps records of
prices and sources of supply;
Prepares template
specifications and standards for purchases;
Studies market
conditions, quality and price of goods;
Approves all purchase
orders and requisition forms;
Follows up orders and irregularities;
Performs other related
duties.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Six years of experience in receiving, storing, issuing, purchasing and requisitioning supplies, materials, and equipment, four years must have included experience at the supervisory or management level or must have involved the final responsibility for purchasing and requisitioning.
Note: Candidates may substitute 30 credit hours of education at an accredited college or university for one year of the required general experience.
DESIRED OR PREFERRED QUALIFICATIONS
Knowledge of or
willingness to learn American Sign Language.
Experience with FMIS
system preferred.
Knowledge of or familiarity
with Microsoft Excel, Microsoft Word, and Google Suites.
SPECIAL REQUIREMENTS
New hires are subject
to a criminal background investigation at their own expense. (Maryland Code,
Family Law Article 1, Sections 5-560-568)
