As part of the Maryland State Department of Education, the Division of Rehabilitation Services (DORS) provides services to assist students with disabilities prepare for the work world, vocational rehabilitation services to assist adults with significant disabilities who are seeking to enter or reenter the workforce, and the adjudication of Social Security disability claims for the citizens of Maryland.

POSITION DUTIES

The Business Enterprise Program (BEP) Administrator provides oversight on existing vending machine accounts, develops expansion for new vending opportunities, and serves as a liaison between blind vendors, vending contractors, and federal and state property managers as it relates to vending machine management under the authority of the Randolph-Sheppard Act.

Position Duties Include:

  • Working with vendors who are blind or visually-impaired.
  • Monitoring vending machine contracts.
  • Recording and analyzing data.
  • Surveying accounts for compliance in pricing, commission payments, and placement of machines.
  • Ensuring pricing between machines and the vending facilities are comparably priced.
  • Tracking and analyzing sales and revenue for all contracts.
  • Monitors and ensures accuracy of disbursements consistent with contract stipulations and BEP procedures.
  • Maintains a tracking database for equipment purchases, maintenance, and repair of equipment.
  • Ensures that all blind vendors are operating their facilities according to the operating agreement, permit, or contract according to all applicable laws and procedures.

MINIMUM QUALIFICATIONS

Education: A bachelor’s degree from an accredited college or university

Experience: Two years of administrative experience in business operations or rehabilitation services. 

Notes: 
1. Candidates may substitute additional experience as defined above directly related to the position at the rate of one year of experience for each year of the required education. 
2. Candidates may substitute the possession of a Master’s degree from an accredited college or university for one year of the required experience. 
3. The above requirements are set by the Maryland State Department of Education in accordance with Education Article, Section 2-104, Annotated Code of Maryland.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualifications. Include clear and specific information on your application regarding your qualifications.

  • Experience managing a business (e.g., retail, food service, rehabilitation services). 
  • Experience in inventory management, ordering supplies and merchandise, cash management, and other business management operations.
  • Experience working with people with disabilities.
  • Master’s Degree or 36 post-baccalaureate credit hours of coursework in Business Administration, Management, Hospitality Management, or closely-related field.

SPECIAL REQUIREMENTS

Candidates must consent to State Police Investigation (fingerprinting) as a routine procedure for all employees with this Agency.
