As part of the Maryland State Department of Education, the Division of Rehabilitation Services (DORS) provides services to assist students with disabilities prepare for the work world, vocational rehabilitation services to assist adults with significant disabilities who are seeking to enter or reenter the workforce, and the adjudication of Social Security disability claims for the citizens of Maryland.

POSITION DUTIES

The purpose of this important role is to develop, conduct, and implement system-wide benefits planning, quality assurance, technical assistance, and training activities, utilizing the electronic case management system and other sources of data. This role enhances the effectiveness of benefits planning programs, services, policies, and procedures for the Division of Rehabilitation Services.

Position Duties Include:

  • Developing, maintaining, and utilizing a Quality Assurance Record Review Instrument, to review client records and vendor reports.
  • Participating in agency-wide quality assurance reviews of benefits planning provider reports to assure required documentation is present and of sufficient quantitative and qualitative standards.
  • Analyzing results of quality assurance reviews to identify corrective actions for vendors.
  • Identifying training needs and appropriate benefits planning program initiatives.
  • Developing training materials on benefits planning topics as determined by evaluation of the quality assurance reviews. 
  • Monitoring benefits planning vendor certification records to ensure all required certifications are maintained by the vendors.

MINIMUM QUALIFICATIONS

Education:  A Master’s degree or at least 36 hours of equivalent post-baccalaureate course work from an accredited college or university

Experience: Three years of administrative or rehabilitation work in rehabilitation programs (including disability benefits).

Notes:
1. Candidates may substitute a bachelor's degree and two additional years of experience as described above for the required education.
2. The above requirements are set by the Maryland State Department of Education in accordance with Education Article, Section 2-104, Annotated Code of Maryland.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualifications. Include clear and specific information on your application regarding your qualifications.

  • Work experience in Social Security disability benefits planning or counseling.
  • Possession of one or more of these certifications: Community Work Incentive Coordinator (CWIC),Community Partner Work Incentives Counselor (CPWIC), Work Incentive Practitioner (WIP-C).
  • Work experience in training or quality assurance.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employee will be required to obtain/maintain benefits planning certifications.

SPECIAL REQUIREMENTS

The selected candidate must pass a Social Security Administration suitability clearance within the first six months employed in this position.
