Main Purpose of Job
POSITION DUTIES
- Provide lead analytical capability to the agency
- Develop SQL queries and write SAS programs to extract, manipulate and analyze data from various sources, including authoring descriptive findings, methodology details, and programmatic results. this requires a strong understanding of data warehousing concepts and the ability to work with large, complex datasets
- Use data visualization tools, such as Excel, to create pivot tables and graphs to present data in an easy-to-understand and user-friendly format
- Assist in performing application requirement analysis, identifying and documenting business needs and constraints, designing systems and/or reports that meet those needs; and performing various data integration tasks using SQL Server Integration Services (SSIS)
- Serve as lead EMS quality management educator/facilitator for quality improvement committees, teams, and workshops
- Support data analysis efforts of all EMS jurisdictional Operating Programs (EMSOP)
- Represent the agency at Traffic Records Coordinating Committee (TRCC) to provide subject matter expertise
- Develop and report on agency MFR (Managing for Results) indicators. This will require a strong understanding of performance management concepts and the ability to work with performance data to drive improvements
MINIMUM QUALIFICATIONS
DESIRED OR PREFERRED QUALIFICATIONS
- A minimum of one year of MS SQL Server experience
- One year of statistical analysis experience using tools such as SAS, STATA, and SPSS
- Experience with data warehouse design and management
- Proficiency in data visualization tools such as Tableau or Power BI, for creating dynamic reports and dashboards that present complex information in an easy-to-understand format
- Experience providing adult education and instruction, preferably in the Fire/EMS service or college-level teaching
- Instructor Certification (such as MICRB Certification - Maryland Instructor Certification Review Board)
- Experience with grants management, including knowledge of grant application processes and compliance requirements
