Main Purpose of Job

Work directly with agency directors and staff, Maryland EMS community leaders, external data requestors for the identification of data needs, develop/execute appropriate data access and analysis means, and present results in best interpretive format. Additionally, serve as the state's lead EMS quality management educator/facilitator for any quality improvement initiative requests.

POSITION DUTIES

  • Provide lead analytical capability to the agency

  • Develop SQL queries and write SAS programs to extract, manipulate and analyze data from various sources, including authoring descriptive findings, methodology details, and programmatic results. this requires a strong understanding of data warehousing concepts and the ability to work with large, complex datasets

  • Use data visualization tools, such as Excel, to create pivot tables and graphs to present data in an easy-to-understand and user-friendly format

  • Assist in performing application requirement analysis, identifying and documenting business needs and constraints, designing systems and/or reports that meet those needs; and performing various data integration tasks using SQL Server Integration Services (SSIS)

  • Serve as lead EMS quality management educator/facilitator for quality improvement committees, teams, and workshops

  • Support data analysis efforts of all EMS jurisdictional Operating Programs (EMSOP)

  • Represent the agency at Traffic Records Coordinating Committee (TRCC) to provide subject matter expertise

  • Develop and report on agency MFR (Managing for Results) indicators. This will require a strong understanding of performance management concepts and the ability to work with performance data to drive improvements

MINIMUM QUALIFICATIONS

Education: Bachelor's degree from an accredited college or university in planning, management, research, statistics, epidemiology, or related fields

Experience: Two years of experience in a leadership position in an emergency medical services agency or medical institution with one year of experience in a data analysis and/or quality management

Note(s):

In place of the degree, the candidate can substitute 60 college credits with an emphasis on planning, management, research, statistics, epidemiology, or related fields; and 5 years of experience in data analysis or quality management

DESIRED OR PREFERRED QUALIFICATIONS

Preferred Qualifications:

  • A minimum of one year of MS SQL Server experience

  • One year of statistical analysis experience using tools such as SAS, STATA, and SPSS

  • Experience with data warehouse design and management

  • Proficiency in data visualization tools such as Tableau or Power BI, for creating dynamic reports and dashboards that present complex information in an easy-to-understand format

  • Experience providing adult education and instruction, preferably in the Fire/EMS service or college-level teaching

  • Instructor Certification (such as MICRB Certification - Maryland Instructor Certification Review Board)

  • Experience with grants management, including knowledge of grant application processes and compliance requirements
