Main Purpose of Job

The primary purpose of the Electronic Benefits Transfer (EBT) Program Manager is to oversee the day to day IT operations of the EBT system and ensures electronic payment systems are operational so that citizens are able to complete Point of Sale (POS) transactions. The EBT Systems Program Manager also responsible for monitoring EBT production systems, ensuring test environments are operational, and working with the Federal government to test new systems and/ or hardware. This position is responsible for ensuring that customer (Local Departments of Social Services and Maryland citizens) EBT system problems are investigated and resolved in a timely manner. Additionally, the EBT Systems Program Manager must work with the DHS Office of the Inspector General (OIG), Attorney Generals (AG’s) office, as well as state, federal, and local law enforcement to in detecting, reporting, and investigating fraud. 

POSITION DUTIES

  • Manage the daily operations for the EBT system. 
  • Performs troubleshooting and system analysis to assist the Family Investment Administration (FIA) and Local Departments of Social Services (LDSS) with identifying system defects or problems. 
  • Oversees implementation of complex projects for the Department through all stages of research, development, and implementation. 
  • Assist with aligning IT solutions with organizational needs across DHS and the LDSS. Example providing guidance for Data Sharing Agreements (DSA’s), and other agreements that are being executed throughout the Agency that interface with the EBT systems. 
  • Establishes IT systems policies and procedures that are required to meet program objectives as well as state/federal requirements. Examples include secure payment card distribution, usage, and tracking procedures; reconciliation of purchase transactions/refunds; and system outage notifications. 
  • Manage DHS employee performance by completing Performance Planning and Evaluation Programs (PEPs) for all assigned staff members, directing staff and providing employee counseling. 
  • Assists in the development of the EBT system budget (~$2M annual). This includes tracking and monitoring expenditures, forecasting budgetary needs, and planning future fiscal purchases. 
  • Assists in the preparation and modification of RFP’s, MOU’s, TO’s, IFB’s and other procurement related documentation for DHS.

MINIMUM QUALIFICATIONS

Education: Bachelor's degree in Human Resources, Business Administration, Public Administration or related fields 
Experience: At least three (3) years of relevant professional experience. One of which must have involved project management.

1.Candidates may substitute professional personnel experience on a year-for-year basis for up to seven years of the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.
  • One year experience working in either (SNAP, EBT, or TCA programs) within the Family Investment Administration
  • Six months experience using the Eligibility and Enrollment application.
  • Six months experience with incident management and problem resolution.
  • One year of experience using computer software: Google or Microsoft suite.
  • One year of experience preparing and/or overseeing a budget in a government agency.
  • One year experience with Maryland EBT.
