Housed within the Division of Policy, Strategy, and Research, the Resource Development Program Manager (RDPM) is responsible for directing and coordinating the Department's federal and philanthropic funding activities through competitive grant seeking, internal procedures development, relationship management.  This position serves as the Department's facilitator of all competitive grant applications that the Department purses.  This position supports subject matter experts with the non-technical components of grant application packages, while also alerting relevant divisions to new opportunities.  The RDPM will also create quality control standards to ensure that all funding applications go through a quality control checklist and qualitative risk analysis to show the probability/impact summary meets all compliance requirements before submission.  The RDPM engages directly with philanthropic organizations, including the Maryland Philanthropy Network, high-net-worth donors, and major funding networks, to understand their investment priorities and how they align with DHCD's programmatic goals.

The Department of Housing and Community Development Headquarters is located in Prince George's County across from the New Carrollton Metro stop.

POSITION DUTIES

The Resource Development Program Manager (RDPM) is responsible for directing and coordinating activities pertaining to federal funding resources as well as philanthropic funding opportunities and relationships, all of which are consolidated under the auspices of the Department’s resource development program. The RDPM will create and develop overall policies and procedures for the resource development program, including objective criteria and standards for evaluating all competitive investment opportunities for their applicability to Department programs and recommending to the Office of the Secretary which opportunities should be pursued. The RDPM will also create quality control standards to ensure that all funding applications go through a quality control checklist and qualitative risk analysis to show the probability/impact summary meets all compliance requirements before submission.

MINIMUM QUALIFICATIONS

Experience: 

Six years of experience in roles with significant involvement in fundraising, grant-writing, resource development, philanthropy, program evaluation and monitoring, or the creation of proposals for responding to Request for Proposals.

Notes:

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of the required experience.

2. Candidates may substitute graduate education from an accredited college or university in accounting, business administration, economics, finance,political science or public administration at a rate of 30 credit hours for five years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Budget Officer classifications or Financial Management specialty codes in the Budgeting field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • A bachelor’s degree in the humanities, social sciences, public policy, public administration, or a related field.
  • At least one year of grant or other technical writing experience.
  • At least two years of general professional experience.
  • Experience managing programs or budgets over $100,000.
  • Experience working within local, state, or federal government.

EXAMINATION PROCESS

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
