Main Purpose of Job

The Fair Practices and EEO Officer will manage the Maryland Cannabis Administration (MCA)'s Equal Opportunity Programs, such as Equal Employment Opportunity; Fair Practices; Limited English Proficiency; and Equal Access- ADA Compliance, Reasonable Accommodations (medical/religious). This position will also be responsible for managing MCA's compliance with Section 508 of the Rehabilitation Act of 1973, as well as MCA's Title VI Compliance, Section 1557 of the Affordable Health Care Act, HB 1120.

This position will provide specialized assistance to the MCA by investigating complaints of discrimination and unfair work practices, while engaging in alternative dispute resolution strategies with internal and external contacts. This position will also develop and conduct necessary civil rights training and outreach, including creating and delivering training mods. Additionally, this position will be responsible for preparing, reviewing and analyzing statistical, investigative, and/or audit reports and position statements.

Furthermore, this position will be expected to administer compliance reviews by acting as MCA's respondent representative at equal opportunity administrative hearings and fact-finding conferences. To add on, this position will also be expected to make recommendations to both executive management and human resources, where appropriate. Finally, this position will interpret, apply and oversee the application of civil rights laws, rules and agency policies, in order to accomplish MCA goals and follow State and federal regulations.

This position's fundamental role is to assist and support departmental leadership with promoting an organizational culture that values and practices employment equity, fairness and diversity through all agency programs and activities.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four (4) years of professional experience implementing an equal opportunity program and ensuring compliance with fair practices standards.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants who possess the following preferred qualifications. Include clear and specific information on your application regarding all qualifications.

The desired candidate should have extensive experience and/or working knowledge of Equal Employment Opportunity (EEO) and Fair Practices compliance programs, including experience developing and administering EEO and Fair Practices training programs. The desired candidate should also have experience conducting program investigations and writing comprehensive reports of findings and determinations. Additionally, the desired candidate should have professional experience using Gmail and Microsoft Office Suite programs, including Word, Excel, Outlook, and PowerPoint.

The desired candidate should have excellent written and communication skills, along with an ability to think analytically and solve problems. Furthermore, the desired candidate should have excellent organizational skills, with an attention to detail. Finally, the desired candidate should be able to work effectively with various staff members and employees across a State agency.
