Main Purpose of Job

This position is to provide management and oversite of BCDSS FIA Training and Learning initiatives. Incumbent is primarily responsible for performing tasks in the following areas: FIA Programs, Policy and Procedure Review, Analysis and Support, Training Development, Information Tracking and Reporting and Department administration. Develop and monitor the FIA learning agenda by working backward from FIA goals set by the Deputy Director of FIA, Assistant Director of FIA and BCDSS Director. Collect and analyze data from various sources to determine casual factors contributing to the error rate and to recommend and monitor corrective action strategies for the bureau. At all times, the incumbent will provide customer service to both internal and external customers that meet or exceed the standard set by the Department.

POSITION DUTIES

Provides management and oversight for the new FIA staff assigned to the BCDSS FIA Training Region by planning, prioritizing, assigning, supervising, and reviewing the work of the staff responsible for providing Training Region services and activities. Analyze and assess training needs, evaluating the effectiveness of current procedures, and providing logistical planning for recommendations on new procedures to be offered to improve performance and reduce error rates. Develops and maintains mechanisms and statistical tools to track and monitor all aspects of training. 

Provides management and oversight for seasoned staff in FIA Centers. Uses the ADDIE process to analyze what kinds of issues and problems, strengths for the agency to build on, and designs or procures training to address these training needs. Provides expert knowledge of all programs through analysis of training metrics. Recommends to upper management policy and changes to facilitate training implementation; ensure agency compliance with federal and state laws.

MINIMUM QUALIFICATIONS

Education: Bachelor’s degree from an accredited four-year college or university in Business Management, Business Administration, Human Services, Industrial & Organizational Psychology, or Education.

Experience: Three years of experience in administrative and professional work, including employee direction and supervision.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

  • One year of experience identifying training opportunities for improving operations to achieve organizational objectives.

  • One year experience using Microsoft Office and G Suite.

  • One year experience with instructional design including job aids and the creation of interactive learning content.

  • One year experience supervising other employees.

  •        Personal Leave - new State employees are awarded six (6) personnel days annually (prorated    based on start date).
