MHBE works with the Maryland Department of Health, Maryland Insurance Administration, Department of Human Services, and stakeholders statewide.

Main Purpose of Job

The IT Quality Assurance Lead performs the managerial level of work in developing, implementing, and monitoring quality assurance standards for all information technology systems, applications, and services of the Maryland Health Benefit Exchange (MHBE). The position reports to the Director of IT Operations, Requirements & Quality.

The IT Quality Assurance division is an integral part of the Maryland Health Benefit Exchange (HBX) and the Information Technology division’s solution development, enhancement, deployment, and maintenance functions. The position is directly responsible for planning ,executing, and administering quality assurance standards and Independent Verification & Validation (IV&V) of IT products of the Exchange in accordance with the agency’s policies and procedures.

The position supervises and evaluates the work of contract staff who are IT Quality Assurance Specialists and Leads and provides technical and administrative leadership in the planning, execution, and signing-off on quality of all HBX system and application deployments, IV&V attestation with partner agencies such as the Center for Medicare & Medicaid Services (CMS), leads stakeholder testing to ensure business requirements on Medicaid and MCHP enrollments are met and signs off on Plan Certification testing with Carriers annually.

Also, the position is responsible for providing technical guidance and subject matter expertise to the IT leadership team and senior management team of the Exchange in the quality assurance and quality control practices. These activities directly relate to and contribute to the success of MHBE’s mission and its responsibility of running the State’s health insurance marketplace, the Maryland Health Connection, and its underlying complex, multi-layered and integrated systems and applications.

POSITION DUTIES

20%- Lead the IT Quality Assurance program of the Exchange, which is an integral part of the Health Benefit Exchange (HBX) solution development, enhancement, deployment, and maintenance. Plan, lead, and administer quality assurance, quality control, and Independent Verification & Validation (IV&V) of IT products of the Exchange, including the HBX solution, in accordance with the agency’s policies and procedures.

25%- Provide technical and administrative direction to the planning, execution, and signing-off on all HBX system and application deployments, blueprint testing, and attestation with partner agencies such as the Center for Medicare & Medicaid Services (CMS). Establish stakeholder testing policies to ensure business requirements on Medicaid and MCHP enrollments and annual Plan Certification compliance requirements are met.

20%- Oversee development and implementation of quality assurance metrics for performance management and sustainability of Exchange solutions. Oversee program staff in the development and management of IT quality assurance and quality control processes and procedures for the Exchange.

20%- Provide technical guidance and subject matter expertise to the IT leadership team and senior management team at the Exchange, and the external stakeholders on Software Quality Assurance and Quality Control initiatives. Serve as a liaison for the executive stakeholders in developing and enforcing standards, policies, and compliance directives for the Quality Assurance program.

15%- Assist the Program Management Office (PMO) in determining staffing and training requirements for the IT function and contribute to the planning ,developing and implementing long-term IT initiatives for the Exchange.

MINIMUM QUALIFICATIONS

  • Bachelor's degree in Computer Science, Engineering, Information Technology, or a related field, or work equivalent to a bachelor’s degree.
  • Five years of experience in Testing or Quality Assurance functions.
  • Experience with QA methodologies, tools, and processes.
  • Knowledge of automated testing tools and scripting (e.g., Selenium, JUnit, Cucumber, or equivalent).
  • Ability to lead and mentor a team of testers, ensuring high-quality outputs and professional development.
  • Demonstrated experience with test planning, test execution, and defect management.
  • Strong communication skills for collaborating with cross-functional teams, stakeholders, and customers.
  • Problem-solving and critical-thinking skills for identifying defects and improving product quality.

DESIRED OR PREFERRED QUALIFICATIONS

  • Experience in the health exchange, health services, human services, or other healthcare domains.
  • Ability to design, implement, and maintain test scripts, ensuring high coverage and efficient test execution.
  • Expertise in mobile testing using tools like Appium or Espresso and understanding mobile-specific challenges.
  • Experience with cloud-based testing environments (e.g., AWS, Azure, Google Cloud) for scalable testing infrastructure.
  • Knowledge of DevOps practices and experience with integrating QA into DevOps pipelines. 
  • Ability to delegate tasks effectively and manage team workloads to meet deadlines and project milestones.
  • Proficiency in gathering and analyzing QA metrics (e.g., defect density, test coverage, test execution rates) and using them to drive improvements in the testing process.
  • Ability to assess how testing efforts align with business goals and contribute to the product’s success.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

  • Employees in this classification may be assigned duties which require the operation of a motor vehicle.
  • Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
