Introduction
MHBE is accepting applications for a Administrative Program Manager I/Manager, Innovation, Research, and Development .
The Maryland Health Benefit Exchange is responsible for the administration of Maryland Health Connection, the State's health insurance marketplace, under the Patient Protection and Affordable Care Act of 2010 (ACA). MHBE works with the Maryland Department of Health, Maryland Insurance Administration, Department of Human Services, and stakeholders statewide.

Main Purpose of Job
POSITION DUTIES
- 25%- Research: Conducts research and fact-finding investigations, understanding market and consumer needs to drive meaningful innovative solutions. Stays attuned to market dynamics, anticipates customer needs, and ensures that innovation efforts deliver real value to the end-users.
- 25%- Project management: Using creating thinking and problems solving skills, oversees special projects and coordinates agency wide strategic plans. Ensures that initiatives are executed smoothly, with all team members aligned and committed to the initiative.
- 25%- Collaboration and Networking: Builds strong relationships within and outside the agency, fostering a collaborative environment, and leveraging diverse perspectives. Networking with industry peers, partners, and stakeholders for new opportunities for innovation and provide valuable insights and resources.
- 25%- Communication, writing and editing: Communicates clearly and effectively with MHBE leadership and staff and external stakeholders to help facilitate initiatives and projects. Composes, edits, and finalizes correspondence, reports, and memoranda.
MINIMUM QUALIFICATIONS
- Bachelor’s degree and 4 years of relevant experience
- An advanced degree in health policy or a related degree may substitute for 2 years of experience.
DESIRED OR PREFERRED QUALIFICATIONS
- Masters Degree in Health Policy or related degree. (Equivalent professional experience can satisfy masters requirement)
- At least two years’ experience working with the Affordable Care Act pertaining to the individual and small group insurance markets.
- Prior experience working with:
- Insurance carriers and/or insurance agents,
- Chambers of commerce and,
- State and/or Federal legislatures.
