This is a position specific recruitment for the Maryland Department of Natural Resources, Forest Service. This recruitment will be used to fill current vacancies for the position and may be used to fill future vacancies in the same classification/function. Future vacancies may also be filled via other recruitments. The resulting eligible list will be maintained for one year.

Main Purpose of Job

The position serves as the Chief Fiscal Officer of the Maryland Forest Service and is responsible for the oversight of fiscal and administrative operations and reports to Director of MD Forest Service. The incumbent is to direct the implementation and management of Forest Service programs that provide technical assistance to help plant trees, support efforts to manage forest resources in a sustainable manner, protect State’s resources from fire, insects and disease and manage State forest lands for ecological, economic and recreational benefits.

This position works directly with the State Forester/Director in establishing forestry goals, standards and program objectives, oversees the personnel and financial resources of the programs, develops short and long-range plans for program operations and resources; determines organizational structure and staffing needs of programs, oversees the development and training of program staff and represents the department in a liaison capacity with managers and officials of other agencies concerning program activities.

POSITION DUTIES

The Department of Natural Resources (DNR), Maryland Forest Service, is currently accepting applications for an Administrative Program Manager II in Annapolis, Maryland. The incumbent will be responsible for the formulation and management of a $18 million annual operating budget. This position will provide leadership and supervision of fiscal staff that are responsible for statewide procurement of state forest commodities, services, and seasonal personnel. The selected candidate will direct the Maryland Forest Service's fiscal year close-out process; review audit reports and prepare audit exceptions and corrective action plans with fiscal staff. This position ensures the proper development, review, documentation and implementation of agreements and/or contracts related to federal and reimbursable grants.

Performs the following essential functions (not all inclusive):
  • Formulates and prepares the Maryland Forest Service's annual budget, by analyzing current and past expenditures and revenues. 
  • Reviews and prepares budget projections for Maryland Forest Service managers to ensure all programs operate within budget. 
  • Supervises and reviews the operations of fiscal staff to ensure that necessary work is produced both timely and accurately. Tracks and monitors daily fiscal operations of Maryland's state forests.
  • Administers statewide budget adjustments and amendments.
  • Assists in the administrative and fiscal monitoring of grants and agreements with other state and federal agencies.
  • Reviews monthly Financial reports by program and subprogram and prepares accounting journal entries to correct errors and misallocation of expenditures and revenues in FMIS.
  • Reviews monthly reconciliation of statewide corporate card purchases to ensure employees adhere to State Corporate Card Policies and Procedures, and state procurement regulations.
  • Processes monthly bills and invoices for statewide forest operations, adhering to state fiscal policies.
  • Oversight of the Human Resources and Procurement for the Unit.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s Degree from an accredited college or university in Business Administration, Finance, Accounting, or a related area.

Experience: Three (3) years of professional experience with coordinating procurement, contract administration, and/or related administrative services.  

Notes: 
  • Two (2) additional years of experience as defined above may be substituted for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

  • Experience using the State's R*STARS and ADPICS systems
  • Experience directly supervising other fiscal and budget employees
  • Experience with grants management
  • Experience in budget preparation, projections, and management
  • Master’s or Doctorial Degree in in Business Administration, Finance, Accounting, or a related area

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties, which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
