Introduction

NOTE: This position operates within an on-call rotating schedule according to assignment within the State Emergency Operations Center (SEOC) to attend to all emergencies on a statewide 24/7 basis. This may involve working 12-hour shifts and extended periods of time in support of 24-hour consequence management activities.

Main Purpose of Job

NOTE: Position will be required to work in an emergency/disaster capacity according to assignment within the State Emergency Operations Structure (SEOC) and according to the Consequence Management Operations Plan (CMOP). This may involve working 12-hour shifts for extended periods in support of 24-hour consequence management activities. The Maryland Department of Emergency Management (MDEM) is the Department of State government with primary responsibility and authority for emergency preparedness policy, and for coordinating hazard mitigation, incident response, and disaster recovery. MDEM works to ensure that all Marylanders are prepared, and to make Maryland more resilient. The Daily Operations Branch is a critical part of MDEM’s mission. This position reports to the Director of Consequence Management. This position is responsible for overseeing daily operations of the Joint Operations Center. This includes management of the Maryland Joint Operations Center (MJOC), the Department Communications program and the MDEM After-Hours Duty Officer (MDO) program. The position will also support Department programs, projects, and activities related to the overall Department mission, and may be tasked to support other related Department programs, projects, and activities, as assigned by the Director of Consequence Management. To fulfill these responsibilities, this position requires strong communication, managerial, supervisory, and leadership skills, as well as strong technical and presentation skills.

POSITION DUTIES

Emergency and Disaster response and recovery operations as needed and/or assigned by Department Secretary, Deputy Secretary, Directors, or Consequence Management Personnel. Employee will be expected to staff the State Emergency Operations Center (SEOC) upon activation for consequence management activities. Employee may be called to duty at any time, day or night, and is expected to report to the SEOC or assigned duty location within 2 hours of notification. Employee will attend training and retain competencies to be appropriately prepared for prepared for SEOC staffing needs including understanding and mastery of all five components of the National Incident Management System (NIMS) and the Maryland Emergency Management System (MEMS). Employee will support SEOC activities, which may involve extended work hours, as well as extraordinary stress levels, given that a disaster event would occur requiring SEOC activation. Employee will be expected to perform command and supervisory functions for incident management needs with competence and reliability under NIMS and MEMS. Employee is expected to support ongoing recovery operations as it relates to their specific Branch roles/responsibilities.

Employee may be required to report to an alternate location to perform SEOC duties in support of MEMS stakeholders or in the event of a Continuity of Operations Program (COOP) Plan activation. Employee may be called to duty at any time, day or night, and is expected to report to the SEOC or assigned duty location within 2 hours of notification.

Serve as the daily MDEM Duty Officer, including providing guidance to the MJOC and recommendations to MDEM senior leadership.

Management of MDEM staff working in the Joint Operations Center. Ensure flow of the daily operations of the MJOC. This includes overseeing the Shift Supervisors, risk analyst on duty and the PIO on duty. Ensure all briefings and alerts are sent timely. Ensure just-in-time training occurs for emerging issues. Liaise with Senior Staff daily as needed. Ensure operational back up sites for the MJOC exist and continually update the MJOC continuity plan.

Management of the MDEM Telecommunications Program. Which includes the Department Telecommunications Administrator and all communications equipment in the JOC, the GETS/WEA card program and the Everbridge program. Manage the Department’s After-Hours Duty Officer (DO) Program. Train/mentor new DOs. Provide additional refresher training as needed. Manage schedules as necessary.

Support the Department’s statewide activities, including all initiatives assigned by the Department Secretary, Deputy Secretary, and Directors.

Support Maryland’s strategic goals and objectives for homeland security.

Support and participate in Consequence Management Directorate and overall Department initiatives and programs, as assigned by the Director of Consequence Management, Deputy Secretary, and/or Secretary. Support the Mission Support and Disaster Risk Reduction Directorates as needed.

MINIMUM QUALIFICATIONS

Education: Bachelor's degree from an accredited college or university

Experience: Six years of administrative staff or professional work.

Notes:

1. Candidates may substitute the possession of a Master's degree from an accredited college or university and three years of experience in administrative staff or professional work for the required experience.
