This is a Special Appointment position. The incumbent serves at the pleasure of the appointing authority.

POSITION DUTIES
- Directs and supervises the Certification and Compliance Units, responsible for processing certification requests for Maryland’s public safety professionals and the compliance audit processes in adherence with Maryland regulations and standards for certified personnel and instructors.
- Reviews requests for waivers or exemptions of COMAR requirements for training standards and instructor qualifications and and makes recommendations to the Deputy Director of the MD Police and Correctional Training Commissions
- Establishes policies and procedures for the processing and evaluation of certification applications. Develops procedures for full regulatory compliance of public safety agencies. Identifies and develops standard operating procedures for accurate and efficient application and audit processes.
- Serves as the decision making authority for the certifications of law enforcement and correctional personnel as well as Commission-regulated instructors throughout the state of Maryland, in compliance with COMAR 12.10.01 and 12.04.01.
- Serves as the subject matter expert for state and local jurisdictions regarding mandated training and selection standards, compliance requirements, and instructor qualifications.
- Provides direction to Agency heads and officials of public safety agencies on regulatory updates and associated reporting requirements.
- Prepares summaries, reports or other Commission-related materials for the Police Training and Standards Commission and the Correctional Training Commission.
- Testifies on matters related to compliance audit findings, requests for certification waivers and revocation of certification..
- Prepares responses for communication inquiries and PIA requests regarding certification and compliance audit data.
