POSITION DUTIES

The position will oversee records management within Office of Fair Practice and Inclusion (OFPI) as well as functioning as the primary liaison with both Agency and State Information Technology personnel. This position will be the driving force tasked with modernizing OFPI record keeping and reporting. This position will manage the responsibilities of the Program Director Education & Professional Development.

This position will have the primary responsibility for managing all collection, tracking and analysis of data pertaining to the functions of the office. They will set policy and methodology for data collection, records management and processing in order to be compliant with all applicable state and federal regulations. This position will oversee and approve the creation of any OFPI SOPs regarding data tracking, records management and processing. The position will ensure the Data Steward is diligently working to optimize workflows involving both internal and external communications regarding data usage/analytics as well as having primary management responsibility over the Data Steward. This position will be responsible for ensuring proper auditing of data security measures is conducted on a routine basis. This position will be responsible for reviewing and approving responses to data requests falling under the responsibility of the Executive Director OFPI. Using integrated data this role will be responsible for advanced data analytics to identify and remedy agencywide problem areas. This position will respond to executive level requests for data/analysis by creating comprehensive and detailed complex customized reporting.

This position will have leadership responsibility over a cross-directorate team to develop a shared database for all of DPSCS people data (ie, bullying, harassment, EEO, IID & ERU) along with demographic data for EEO & DOL reporting purposes. This information will be used to support the Agency taining and development needs, data driven resourcing, increased job satisfaction/workplace inclusion, as well as develop data to inform agency wide strategies to build and maintain a talented, effective, and empowered workplace.

This position will also provide oversight and tracking for compliance with all educational programs originating within OFPI. 

MINIMUM QUALIFICATIONS

Education: Bachelors in Public Administration, Data Analysis, Statistics, Policy, or other related field
Experience: Ten years of administrative staff or professional work, with 4 years of managerial/supervisory experience.

Notes:
  1. Candidates may substitute the possession of a Master's degree from an accredited college or university for three years of the required experience.
  2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

SELECTIVE QUALIFICATIONS

Relevant work experience: compliance, HRIS development, database development and management EEO, ADA, Workplace Bullying, employment litigation, training and people data management.

DESIRED OR PREFERRED QUALIFICATIONS

  1. Experience complex HRIS development and management.
  2. Experience in auditing the development of policies and procedures and developing/maintaining compliance data and tracking system.
  3. Experience in leading or training and developing others.

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
