Main Purpose of Job

The main purpose of this position is to act as the agency’s Chief Financial Officer, overseeing all financial aspects of not only the agency’s operational budget, but also the agency’s many capital allocations and expenditures, which can reach or exceed $1 billion annually. The position administers the agency’s financial functions including but not limited to operational and capital budgets, fiscal controls, accounting transactions/reports, Financial Management Information System (FMIS) access, procurement, internal/external audits, processing surplus school property transactions, protecting State investment in school buildings/assets, and training/supervising staff. This position relates to the mission of the agency in that it serves to support the programs which provide equitable safe, healthy, and educationally supportive environments to all Maryland public school students, teachers and support staff in which to work and/or learn.

POSITION DUTIES

· Oversees all financial operations of the IAC, including development and administration of the IAC’s operational budget and its many capital programs, which total nearly $1 billion annually.

· Develops a fiscally sufficient budget for required staffing and other administrative resources to successfully support the programmatic functions of the agency.

· Prepares to Department of Budget and Management the annual agency operating budget using the Budget Analysis and Reporting System (BARS);

· Provides critical information annually and as needed to the Capital Debt Affordability Committee.

· Prepares written testimony on operational budget issues and participates in testimony presentations to legislative bodies.

· Inspects, analyzes, and develops fiscal regulations, policies, and procedures governing capital projects incorporating changes in law and/or programs which impact fiscal policy/procedures on an as-needed basis.

· Creates operational and capital financial reporting mechanisms and analyzes the data in a timely manner to insure accurate and timely postings of all financial transactions.

· Protects State investment in surplus school properties; administrates property transfer agreements.

· Incumbent is responsible for maintaining an effective system of internal control in operational, administrative, accounting, and financial management.

· Develops tools and controls to ensure effective and efficient operations, the reliability of financial reporting, and compliance with applicable laws and regulations.

· Supports agency audits conducted by the Maryland Office of Legislative Audits.

· Functions as the liaison between the agency and the Office of Personnel Services & Benefits. 

MINIMUM QUALIFICATIONS

Education: Bachelors in Accounting, Business Management, Public Administration 

Experience: 4 years experience in accounting, finance, and/or auditing 

Notes: 1. Candidates may substitute additional graduate level education at an accredited college or university at a rate of 30 semester credit hours in the required fields on a year for year basis for up to 2 years of the required experience

SELECTIVE QUALIFICATIONS

1 year experience preparing and monitoring operating budgets

DESIRED OR PREFERRED QUALIFICATIONS

3 years experience preparing and monitoring operating budgets

1 year of experience in a capital accounting system

1 year of supervisory experience 

Possess a CPA license

Experience with capital budget
