POSITION DUTIES
- Directs and coordinates the day to day operations of the Property Management Unit.
- Oversees the management of the Department’s lease portfolio that includes sixty-eight (68) facilities and six (6) parking leases. Ensures adherence to all aspects of the leases.
- Oversees facility planning, forecasting, space planning, building renovations/repairs, space audits for lease planning and lease renewals.
- Works with the DHS Risk Administrator in resolving building issues related to air quality, building safety and the Americans with Disabilities Act (ADA) requirements.
- Oversees the progress of renovation and repair projects to ensure that timelines projects are completed in accordance with the procured timelines.
- Ensures the timely and appropriate budgetary funding for leases and building projects. Works directly with the appropriate Budget Office staff.
- Directs and oversees the Administrator for the DAO Field Office in the implementation and coordination of operational procedures and processes. Emulates the operations of the Division of Administrative Operations and is responsible for twelve (12) local departments of social services facilities.
- Directs and oversees the Facilities Management Administrator in the overall care and maintenance of DHS’ central office(s), Legislative Suite in Annapolis, Bureau of Long-Term Care in Catonsville, MDTHINK in Linthicum, Maryland and DHRIS in Middle River, Maryland.
- Ensures that daily inspections are conducted and that routine and preventative maintenance is performed in accordance with the contract agreement.
- Responsible for safeguarding the Department’s employees and customers from any potential injuries or incidents that might occur within the twenty-four (24) local departments and central office locations.
- Oversees the day to day operations of security procedures, monitors the security personnel contracts and continually assesses the security requirements for the Department.
- Conducts annual inspections of the Department’s sixty-eight (68) facilities, investigates risk management concerns and implements the appropriate preventative actions/mandates.
- Responsible for reviewing and reporting documentation to the MD Department Of the Environment regarding the Department’s Recycling Initiative.
- Ensures that DHS is compliant and meets or exceeds the standards and goals set forth in the Maryland Recycling Act.
- Reviews proposed legislation to determine the impact (if any) on the Division and make written responses and or recommendations.
- Manages the process for responding to audit inquiries for the Department of Legislative Services, MD General Services and the Office of the Inspector General and other entities performing audits on the Division.
- Responsible for the timely completion and implementation of projects as directed by the Chief, DAO. Independently.
- Researches and compiles information and formulates the best option (s) for execution.
MINIMUM QUALIFICATIONS
Experience: Five years of professional experience, one year of the required experience must have been in property management.
DESIRED OR PREFERRED QUALIFICATIONS
- Three years knowledge and relevant experience in facilities management and budget management.
- Three years progressively responsible experience in project management and phasing of property management projects.
- Two years developing strategic plans and Standard Operating Procedures.
