Introduction

The Governor’s Workforce Development Board (GWDB) is the Governor’s chief strategy and policy-making body for workforce development in Maryland. The GWDB engages business, labor, education, community and government leaders to collaborate on business-led workforce approaches that advance Maryland’s economic competitiveness and provide access to pathways to work, wages and wealth to all Marylanders. Pursuant to the Blueprint for Maryland’s Future (“the Blueprint”) law, the Career and Technical Education (CTE) Committee was established as a unit within the GWDB in 2022. The CTE Committee’s purpose is to build an integrated, globally competitive framework for providing CTE to Maryland students in public school, institutions of postsecondary education, and the workforce.

LOCATION OF POSITION

This position is hybrid and will require working in the GWDB’s Baltimore office as well as telework, both on a weekly basis, in addition to traveling to partner locations across the state on an as-needed basis.

Main Purpose of Job

We are looking for a proactive and visionary Senior Director (title negotiable based on candidate experience) to implement the strategic vision of the GWDB CTE Committee and effectively manage a team of staff in this work. This is inclusive of developing and implementing policy and programs to strengthen Maryland’s CTE; oversee administrative and office operations for CTE; act as liaison for the CTE Committee and partners; coordinate the management of CTE Committee members and public meetings; manage selected reports and projects relating to CTE; review and consult on federal/state policy and legislative issues; and provide other assistance and advice as necessary and as assigned. 

This position, in collaboration with the Executive Director of the GWDB, will oversee the coordination of a new vision for CTE across the state and ensure alignment and coordination with the GWDB mission and activities. The ideal candidate is innovative, detail-oriented, and has experience managing committees and projects, writing reports and/or policy, analyzing policy and legislation, and building effective relationships, in addition to having experience and expertise in CTE, registered apprenticeship, career coaching, and/or other facets of career-connected education for in-school youth. 

POSITION DUTIES

Strategic planning. In close coordination with GWDB Executive Director, CTE Committee staff, CTE Committee members, and external stakeholders and partners, develop and implement a strategic vision for CTE using innovative practices that are aligned to the Blueprint, and specifically support the expansion of Registered Apprenticeship for high school students. This will include developing strategic plans and overseeing the overall coordination of a project management plan to move CTE Committee deliverables forward utilizing available resources efficiently. This will include a deep understanding of related federal/state policies and legislation, researching and implementing national and international best practices, developing plans to provide technical assistance to partners in implementing components of the Blueprint, and ensuring alignment with the activities and mission of the GWDB.

Oversee the development and review of strategic plans, implementation plans/guidance, annual reports, legislative proposals and responses, and policy issuances. This is inclusive of items relating to innovative practices in CTE, Registered Apprenticeships (particularly for high school students), industry-recognized credentials, career counseling, monitoring, and legislative bills impacting CTE.

Manage staff and contractual support. Supervise and provide guidance to four CTE Committee staff and contractual services, when applicable. Assign duties, provide guidance, and review/edit work on various projects or assignments delegated to staff. Work with staff on their professional development, provide feedback, and manage the hiring and onboarding of new staff. Handle other administrative supervisory duties, including approving leave time requests, reviewing timesheets, and preparing annual performance evaluations.

Manage and facilitate the CTE Committee. This includes developing relationships and supporting the CTE Committee Chair and the other 10 CTE Committee members and their designees, the coordination of both informal meetings and quarterly public meeting facilitation, and the development of subcommittees when applicable.

Identify, establish and maintain effective, efficient and productive working relationships with various partners. An essential component of the GWDB and CTE Committee is to develop programming in close partnership with the private sector, in conjunction with State Agencies, workforce partners, and school districts. This position will need to work closely with employers, industry associations, nonprofits, apprenticeship sponsors, school districts, and State Agencies to effectively communicate and translate CTE and workforce needs across multiple audiences. This position will assist in building relationships and communicating between multiple entities to ensure alignment across the state. Partners will include, but are not limited to: Maryland Department of Labor; Maryland State Department of Education; Accountability and Implementation Board; Local Workforce Development Boards; GWDB members; other Maryland state agencies; Local Education Agencies, especially district CTE Directors and staff; U.S. Department of Labor; U.S. Department of Education; industry and business representatives; educational leaders; workforce development representatives; and other partners important to the CTE mission. Establish mutually beneficial partnerships with other organizations. Serve as an outreach and education ambassador for CTE in providing technical assistance, workforce development program information and education to local, state, regional, national and international audiences and organizations and coordinate outreach and education on behalf of the CTE Committee.

Additional duties as assigned. This position will provide assistance on various duties that may be required for the effective operation of the CTE Committee. Such assistance may include, but is not limited to, overseeing administrative and office operations, budget development, contractual support, reviewing grant opportunities, evaluating tools and vendors to assist in streamlining operations.

MINIMUM QUALIFICATIONS

Experience:  Six-to-eight years or more of professional experience in the area of Career and Technical Education (CTE), Registered Apprenticeship, career coaching, and/or other facets of career-connected education for in-school youth.  At least two years of professional experience managing staff teams of two or more people.  Demonstrated competence with clear and persuasive written and verbal communication.  Proficiency in Microsoft Office Suite and Google Drive.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

  • It is preferred that the candidate have experience and knowledge of the Maryland ecosystem pertaining to public education, the Blueprint, and/or workforce development.
  • A Bachelor’s degree from an accredited college or university.
  • Proficiency in virtual meeting platforms, inclusive of Zoom and Google Meets.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (Labor/DUI) to determine whether any monies are owed to Labor/DUI as a result of unemployment insurance overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

Leave Benefits

Our generous leave package for permanent State employees includes from ten to 25 days of annual (vacation) leave per year, depending on seniority, as well as six personal days each calendar year. In addition, the State offers eleven paid holidays and fifteen days of sick leave per year.

Flexible Work Schedules​

Employees of the State of Maryland typically work a forty-hour work week. Many State agencies offer their employees flexible work schedules. The Teleworking Program enables eligible state employees to work at home, at a satellite office, or at a Telework Center.

Student Loan Forgiveness

Employees with the State of Maryland are eligible to participate in the Federal Public Service Loan Forgiveness Program. ​ Participants that meet all requirements may qualify for forgiveness on the remaining balance on his or her Direct Loans after making 120 qualifying monthly payments under a qualifying repayment plan while working full-time in a qualifying public service position.  ​

Permanent State employees are entitled to use the Baltimore Light Rail, the Baltimore Metro Subway, the Baltimore Bus Service (Local Bus Service and Express Bus Service), as well as the following Baltimore Region Commuter Bus Routes:

There is no charge to the permanent State employee with a valid State ID card. This benefit can be used any time of the day or evening, including weekends. The Free Mass Transit Benefit does not include MARC trains, commuter buses that serve Washington, D.C., or any special event buses.
