This is a Management Service position for the Director of the Office of Diversity, Equity and Inclusion for the Department of Maryland State Police and serves at the pleasure of the Appointing Authority.

Main Purpose of Job

This position serves as the Maryland Department of State Police (MDSP) Director of the Office of Diversity, Equity and Inclusion (ODEI). This position is designated as the MDSP Fair Practices and Equal Employment Opportunity Officer pursuant to State Personnel and Pensions § 5-207. This position reports directly to the Superintendent and is responsible for implementing the State of Maryland government’s Equal Employment Opportunity (EEO) Program within MDSP. This position investigates and resolves applicable complaints, monitors all personnel actions to ensure compliance with State and federal law as well as the Governor’s Code on Fair Practices. The incumbent of this position coordinates and supervises the activities of equal employment opportunity officers and must exhibit a high level of discretion and integrity due to the degree of confidentiality and sensitive nature of EEO matters handled by this specific office.

POSITION DUTIES

Serves as the Department of State Police Fair Practices Officer and responsible for: 

        (1) implementing the Maryland government’s Equal Employment Opportunity Program within the department; 

        (2) investigating and, as appropriate, resolving complaints filed under State Personnel and Pensions § 5–211; and 

        (3) supervising and coordinating activities of equal employment opportunity officers in the department.

 

Serves as the Department of State Police Equal Employment Opportunity Officer and responsible for: 

        (1) Monitoring all personnel actions adopted by the department; 

        (2) Attesting that the department’s procedures, when taking personnel actions, are consistent with the Governor’s Code on Fair Practices, other State and federal equal employment opportunity laws; 

        (3)    Overseeing the Americans with Disabilities Act Program; and 

        (4) Performing any other duties required of an EEO Officer. 

 

Serves as the Hearing Officer for the Maryland State Police Step Three Sworn Employee Grievance Process. Responsible for completing relevant due process procedures as outlined in department policy. 


Responsible for ensuring and promoting a work environment free of unlawful discrimination, harassment, and retaliation by considering the standards, requirements and effect of a hierarchical organizational structure (chain of command) and implementing an accountable complaint and dispute resolution program, educating employees, training managers and supervisors, drafting policy recommendations, conducting audits and quality assurance reviews, and advancing diversity and inclusion program development.

 

Responsible for reviewing policies and procedures for fairness in general and for compliance with State and federal fair employment practices specifically.

Responsible for the preparation of statistical and analytical reports, internal and external, relating to DSP employment fair practices and equal employment opportunity performance. 

 

Performs other related duties as assigned by the Superintendent and/or the Superintendent’s Chief of Staff.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree from an accredited four year college or university.

Experience: Six years of professional Human Resource experience, including three years of experience working with, and expert knowledge of Title VI and Title VII issues.

SELECTIVE QUALIFICATIONS

Selective Qualification: Working knowledge and experience of civil rights laws prohibiting discrimination in military or law enforcement employment and the case law trends related to these provisions.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred Qualifications:

1. Strong understanding of military or paramilitary organizations.

2. Strong understanding of the policies and procedures affecting equal employment opportunity and fair practices in Maryland State government.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

In accordance with Section 2-204 (b) (6) of the Public Safety Article, candidates for positions in this classification will be subject to an initial drug screening, a physical examination and a complete criminal background investigation, to include a polygraph examination, before permanent appointment can be made. A criminal conviction may be grounds for rejection of the candidate.

SELECTION PROCESS

The selection process for this recruitment will involve a review of each application. Applicants who meet the minimum qualifications will be placed on an eligible list in the BEST QUALIFIED, BETTER QUALIFIED or QUALIFIED category and remain eligible for consideration for at least one year from the date of examination. The list will be used by the hiring manager to select the individual to fill the vacancy.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training and experience related to the requirements of the position. You may be required to complete a qualifications supplement, or the rating may be based on your application. Report all experience and education that is related to this position. Applicants may be given a physical examination and will be subject to an interview, background investigation, polygraph examination and substance abuse testing.
