Main Purpose of Job

This position will manage and operate the Maryland Cannabis Administration (MCA)’s Workforce Development Program. This program is geared toward individuals who are interested in pursuing a career(s) within Maryland's legal, adult-use cannabis industry. This position will support MCA's Resource, Enterprise and Diversity Investment (REDI) Division by directing MCA’s Workforce Development Program.

This position will be responsible for curriculum development, as well as for recruitment and for course instruction and design. This position will also be responsible for locating contractors and for creating syllabi, along with overseeing support and engagement; certification for a participant's completion of a program; job and internship placement; and Statewide implementation. 

Additionally, this position will govern the development and delivery of training regarding workforce development, diversity and training in the cannabis industry, as it pertains to the Cannabis Reform Act (CRA), to both internal and external audiences. Furthermore, this position will govern the development and delivery of training in regards to the value of a diverse workforce to businesses, communities, and other stakeholders. 

Finally, this position will be responsible for attending, coordinating and supporting all MCA training and outreach activities to educate both the public and MCA staff members, while expanding, educating and diversifying Maryland’s cannabis industry. Such participation at MCA training and outreach activities will also allow this position to facilitate licensee compliance with mandated, approved diversity plans.

Attendance at all in-person Workforce Development trainings are required. Evening and weekend work will be required.

MINIMUM QUALIFICATIONS

EducationGraduation from an accredited high school or possession of a high school equivalency certificate. 

ExperienceTwo years of experience working in cannabis industry education and advocacy fields.  

Notes

1) Candidates may substitute experience in the field of workforce development, customer service, human resources, recruitment, and/or a similiar field(s), on a year-for-year basis, for the required education.    

2) Candidates may substitute U.S. Armed Forces military service experience as a Non-Commissioned Officer with active duty military recruiting experience or career counseling experience, on a year-for-year basis, for the required education.  

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have experience developing courses and/or curriculum for a cannabis industry training program.

This is a Management Service position and serves at the pleasure of the Appointing Authority. A resume must accompany your application.
