Main Purpose of Job

This is a senior management position, responsible for assisting with the administration of program operations for a Bureau within the Child, Adult and Family Services Division. In tandem with the Bureau Chief, this position carries responsibility for the organizational efficiency and administrative operations for the Child Protective Services Program or for The Foster Care and Adoptions Program. This position is also responsible for planning and developing functions to ensure that services are provided within the Bureau in the most effective and efficient manner.

POSITION DUTIES

  • Assists the Bureau Chief to manage and lead programs and new initiatives in order to improve efficiency, effectiveness and productivity in the delivery of services through process evaluation, maximizing resource utilization and achievement of outcomes in accordance with federal, state, county agency and other applicable policies, procedures and guidelines.
  • Assists the Bureau chief to manage and lead employee performance to assure that standards are met and to develop evaluate and motivate and promote individual and departmental goal attainment.
  • Assists the Bureau Chief to manage and monitor all program specific funds to ensure appropriate utilization of funds for service delivery in accordance with federal, state, county, agency and other applicable policies, procedures and guidelines.
  • Assists the Bureau Chief to create, maintain and strengthen relationships with internal and external stakeholders to endure that high quality services are delivered to customers in accordance with the Child, Adult and Family Services Divisions strategic goals.

MINIMUM QUALIFICATIONS

Education: Master’s degree in a human services field to include Social Work, Criminal Justice, Education, Psychology, counseling, or Nursing.

Experience: 4 years of experience, 2 years of experience as a Licensed Clinical Social Worker (LCSW) or Licensed Clinical Clinical Social Worker-Clinical (LCSW-C) in the State of Md. and an additional 2 Years of experience providing services in cases of at least one of the following: Suspected child or adult abuse or neglect, out of home placement, guardianship, emergency protective order, adoption or juvenile justice services. Experience must have been in an administrative, supervisory, or consultative capacity.

DESIRED OR PREFERRED QUALIFICATIONS

  •  1 year of experience in monitoring programs for compliance.
  •  1 year of experience in budget management.
  •  1 year of experience in strategic planning and leadership skills.

LIMITATIONS ON SELECTION

Must be willing to work in Prince George's County, Maryland.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties may be required to possess a motor vehicle operator's license valid in the State of Maryland.

·       Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date).

·       Annual Leave - ten (10) days of accumulated annual leave per year.

·       Sick Leave - fifteen (15) days of accumulated sick leave per year.  

·       Parental Leave - up to sixty (60) days of paid parental leave upon the birth or adoption of a child.

·       Holidays - State employees also celebrate at least twelve (12) holidays per year.  

·       Pension - State employees earn credit towards a retirement pension.

·       Positions may be eligible for telework.
