Main Purpose of Job

The Department of Natural Resources, Office of the Secretary – Office of Outdoor Recreation is currently accepting applications for a Long-Term Contractual Program Manager I, Fair Hill Special Event Zone Manager. This position will serve as the operations and business administrator for the Fair Hill Special Event Zone (SEZ) located in the 5,656 acre Fair Hill Natural Resource Management Area and managed by the Maryland Park Service.

The Program Manager I serves as the primary site contact for third-party event organizers, individual and nonprofit stakeholders and interested parties, government partners,  and leaseholders conducting business within the Fair Hill SEZ; drafts and manages contracts for services provided within the Fair Hill SEZ, including contracts for soil testing and landscape and turf management; drafts and manages use agreements, lease documents, and event logistics and operations plans associated with events and uses of the Fair Hill SEZ; works with members of the Department’s executive and leadership teams to develop business, marketing, management and operations plans for the Fair Hill SEZ; identifies and recommends critical and capital maintenance projects to enhance the facilities; collaborates with Department leadership and staff from the procurement and legal divisions of the agency on the short and long term planning for the space, oversees the execution and administration of contracts and agreements associated with use of the Fair Hill SEZ; and facilitates meetings of a workgroup of identified stakeholders to realize the mission and objectives of the Fair Hill SEZ.

MINIMUM QUALIFICATIONS

Education:  The possession of a Bachelor’s Degree from an accredited college or university in the area of business administration, land or property management, facilities management, operations management, real estate, event planning, communications, marketing, public relations, hospitality or a related field of study.

Experience: 
  • IF EVENT PLANNER: Two (2) years of professional experience in large scale event planning, including but not limited to outdoor recreation events, concept development, soliciting bids, contract negotiations and/or creation, budget management, marketing and promotion. 
  • IF PROJECT MANAGER: Two (2) years of professional experience in large project management, including but not limited to concept development, planning and design, coordination of community and/or stakeholder and/or partner engagement and input, contract administration, and project implementation.
  • IF FACILITIES OR OPERATIONS MANAGER: Two (2) years of professional experience managing a facility or property including but not limited to overseeing landscape design and maintenance, preparing for event or other use of the property and/or facility, overseeing contracts, and maintaining records associated with the facility or property.

Notes: Candidates may substitute additional experience as defined above for the required education at the rate of one year of experience to one year of education.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate would possess:
  • General knowledge of equestrian disciplines and sports to communicate effectively with partners associated with horse racing, eventing, steeplechase racing, and other users and visitors of the Fair Hill SEZ
  • Knowledge of the maintenance required for various terrain and outdoor surfaces used in equestrian competitions, including turf, race courses, equestrian arena footing, and grass lanes used for eventing cross country and timber race courses
  • Experience with project management and contract management
  • Experience with event management and planning
  • Community engagement and public communication experience and skills
  • Experience in outdoor recreation and or tourism promotion

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
