Main Purpose of Job

The Assistant Chief Learning Officer (ACLO) plays a critical role in providing leadership, strategic direction, and oversight of training and development programs for the Social Services Administration (SSA), Family Investment Administration (FIA), and Child Support Administration (CSA) within DHS. This position ensures that training initiatives align with departmental goals and effectively address the needs of child and adult welfare staff across the three administrations. The ACLO also serves as a liaison between the Office of Learning and these programmatic areas, contributing to the strategic objectives of the Department.

POSITION DUTIES

Program Planning and Development:
  • Collaboration and Data Integration
  • Maintain effective partnerships with SSA, FIA, and CSA program leads to ensure that system-level performance data informs workforce development efforts. 
Strategic Workforce Development: 
  • Lead the development of core competencies associated with the practice models of SSA, FIA, and CSA. 
  • Ensure that staff at all levels, including provider agencies and community partners, acquire necessary skills to apply these models effectively. 
Program Leadership: 
  • Oversee the development, implementation, and evaluation of training initiatives that span the scope of all three program areas, ensuring alignment with departmental goals. 
Training Design and Facilitation:
  • Child and Adult Welfare Training 
  • Design and facilitate training programs for child and adult welfare staff, ensuring that these programs meet the evolving needs of the DHS workforce. 
Training Effectiveness:
  • Implement mechanisms to evaluate the effectiveness of these training programs, ensuring continuous improvement based on feedback and quality assurance indicators. 
Communication and Constituent Relations 
  • Executive Leadership and Representation Stakeholder Engagement

Leadership and Oversight

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelors’ degree from an accredited four-year college or university, preferably in Education, Organization Development, Communications, or related field from an accredited college or university.

Experience: Five years of experience in administrative staff or professional work, two years of the required experience must have been in Talent Development (Training and Facilitation and/or Instructional Design and/or Online Learning) and in supervisory capacity.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred candidates should possess the following:

1. Two years of experience working in Child Welfare
2. One year of supervisory experience
3. Masters Degree in Social Work, Human Services or related field

·       Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date).

·       Annual Leave - ten (10) days of accumulated annual leave per year.

·       Sick Leave - fifteen (15) days of accumulated sick leave per year.  

·       Parental Leave - up to sixty (60) days of paid parental leave upon the birth or adoption of a child.

·       Holidays - State employees also celebrate at least twelve (12) holidays per year.  

·       Pension - State employees earn credit towards a retirement pension.

·       Positions may be eligible for telework.
