Main Purpose of Job

This professional position manages and coordinates the Nonpublic Textbook (NPTB) Program. The NPTB Program provides State funding to eligible private schools for secular classroom books, electronic equipment, and software. This Program is the gateway to other Maryland State Department of Education (MSDE) funding resources for nonpublic schools. The position works closely with MSDE staff for nonpublic programs, Office of Procurement and Contract Management, Fiscal Operations and Accounting Branch. Approximately 400 nonpublic schools apply annually for and participate in the NPTB Program. The position requires direct interface with school principals and staff, as well as approximately 300 textbook and technology vendors. This position reports directly to the Director of Special Fiscal Programs and works with fiscal and accounting staff for textbook and materials procurement and vendor payments.

POSITION DUTIES

  • Oversee day-to-day program operations, including stakeholder communications, processing invoices and orders, and troubleshooting issues. Develop and implement procedures to improve administrative efficiency.
  • Review nonpublic school applications for completeness and compliance with legislative mandates, utilizing  the online portal to collect and assess applications. Provide timely technical assistance to refine applications as needed.
  • Use systems like the NPTB Portal, FMIS, and data tracking sheets to ensure comprehensive, accurate data collection and retention for program records.
  • Manage the full lifecycle of school orders, ensuring timely vendor receipt of purchase orders and fulfillment. Collaborate with MSDE procurement and accounting staff to expedite order processing and resolve any  issues proactively.
  • Oversee payment processes, determining award amounts for schools and payment amounts for vendors. Work closely with procurement and accounting teams to ensure timely and accurate invoice payments,  taking a proactive approach to addressing issues.
  • Ensure compliance with statutory and regulatory requirements by maintaining detailed records of school orders, expenditures, and payments. Proficiency in Microsoft Excel is essential for effective record-keeping and tracking.
  • Maintain proactive and respectful communication with nonpublic school principals, staff, vendors, and MSDE internal offices to support smooth program operations and address inquiries.
  • Conduct annual on-site monitoring visits or desk reviews for at least 5% of participating schools, ensuring compliance with program requirements.


MINIMUM QUALIFICATIONS

EDUCATION: A Bachelor's degree from an accredited college or university.

EXPERIENCE: Five years of experience in fiscal management working with one or more of the following: professional budgets, accounting standards, procurement, funding, audit, and/or grants management.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

• Education in Accounting, Business Administration, Economics, Finance, or Public Administration. 
• Experience with data management software. 
• Experience coordinating or administering a program in a Nonpublic School setting. 
• Experience providing technical assistance and/or training.
