Introduction

Maryland’s Interagency Commission on School Construction (IAC) is accepting applications for a Facilities Assessor to conduct evaluations and provide written reports on the preventive maintenance efforts implemented by the Local Education Agencies (LEA) related to making sure school building systems are adequately sustained.  As part of the assessment, the assessor must be able to clearly identify and convey what they see in the field to the audience that will read the report.

Main Purpose of Job

The main purpose of this position is to assess the condition and educational sufficiency of public PK-12 school facilities to determine variation from standards and best practices and advise for the purpose of improvement function and affordability. The passage of the 21st Century School Facilities Act (2018 Md. Laws, Chap. 14) requires that the Interagency Commission on School Construction (IAC) conduct ongoing school-facility assessments so that school data are never more than four years old. Such assessments and reports help safeguard that the State's investments in school facility improvements are being properly stewarded, that capital improvements will not be needed prematurely due to lack of maintenance, and that students, teachers, and educational support staff in the State of Maryland will be provided with safe, healthy, and educationally supportive learning environments over time.
 
The incumbent assesses public PK-12 school facilities in accordance with established procedures. The incumbent assesses-visually and otherwise-the condition of building systems and their components as organized into a set of !AC-determined categories and confers condition ratings based upon the observed remaining useful lifespans as estimated by the assessor. 

In addition, this position is responsible for identifying and propagating best practices in facilities stewardship. The 2181 Century School Facilities Act (2018 Md. Laws, Chap. 14) gives the IAC a role in identifying best practices in school construction and facilities management and making those best practices available to LEAs. This position will help the IAC carry out this role and facilitate the sharing of information amongst the LEAs.

MINIMUM QUALIFICATIONS

EDUCATION: An associate’s degree from an accredited college or university in a technical specific, project management, or a related field.

EXPERIENCE: Three years of experience in school facilities maintenance or construction OR assessing school facilities, OR as a project manager, engineer, or comparable qualified professional involved in design, construction, operations, repair, and maintenance of building or system services.

NOTES:

  1. Two years of additional experience as defined above may be substituted for the associate's degree.
  2. Additional experience in professional engineering or a related technical field may be substituted on a year-for-year basis for the required education.
  3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned in Civil Engineering Corps, Engineering Aid classifications or Construction Engineering Technician, or Civil or Combat Engineering with knowledge of specialty codes in the Engineering field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualifications:

  • One year of experience assessing building systems, and familiarity with the life cycles of typical building systems.
  • One year of experience in building systems local, State, National codes.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

This position requires a high volume of travel and some overnight stays throughout the State will be required. Moderate physical activity and use of protective equipment is required.

  4. Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits. Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
