Main Purpose of Job

The Program Manager for the Health Equity Resource Communities (HERC) Program is a newly created, senior-level position at the Community Health Resources Commission (CHRC) with significant internal and external facing responsibilities.

The HERC Program was established in recent legislation, the Maryland Health Equity Resource Act, which is designed to distribute state resources to improve health outcomes; expand access to primary care; reduce avoidable hospital utilization; and help promote health equity in the state. The HERC Program represents new and ongoing statutory responsibilities for the CHRC. 

The HERC Program Manager must have demonstrated experience working with underserved communities and minority populations that face health disparities. The candidate should have experience in leading large, complex initiatives or coalitions that promote health equity and ameliorate the impact of Social Determinants of Health. 

The HERC Program Manager is responsible for directing, coordinating and overseeing all aspects of programing of the Health Equity Resource Communities grants to ensure that the grantees meeting the overall policy objective of the HERC program; establishing grantee procedures for programs; overseeing implementation of the programs; evaluating program goals, standards and controls to meet program objectives. 

The HERC Program Manager is responsible for providing strategic and programmatic oversight of the HERC Program; assisting in the development of short- and long-term plans for the Program and grantees selected for funding; holding grantees accountable for performance; and leading a multi-year program evaluation that includes both quantitative and qualitative data analysis. 

The position is responsible for assisting with the development legislative reports, position papers, impact statements, and ensuring that the CHRC meets legislative mandates under the Maryland Health Equity Resource Act.

MINIMUM QUALIFICATIONS

EDUCATION:  A bachelor's degree from an accredited college or university.  An advanced degree in public health, health care administration, or public policy/public administration is preferred.

EXPERIENCE:  At least four years of program administration, grant monitoring and performance measurement, or other experiences in public or health care administration. 

DESIRED OR PREFERRED QUALIFICATIONS

Preferred candidates should possess the following:

  • Demonstrated communications and research skills and producing high-level reports for external audiences;
  • Demonstrated experience leading complex, public health initiatives that involve coalitions;
  • Significant work with underserved communities and minority populations;
  • Demonstrated experience implementing or managing projects/programs that promote health equity, programs that address Social Determinants of Health, etc.
