POSITION DUTIES

This position will be essential to advancing the mission of the Office of Fair Practices and Inclusion (OFPI) and ensuring compliance, efficiency, and equity across DPSCS. The position functions as the primary source of advice and counsel to the Executive Director Office of Fair Practices and Inclusion on agencywide policy creation/review and applicable proposed legislation.  This position will also provide executive level support to the Executive Director OFPI on several other high level tasks. This position will support the Executive Director OFPI in implementing key strategic office projects and initiatives with agencywide impact.

This role requires a blend of administrative expertise and strategic thinking, with a focus of driving OFPI initiatives that align with organizational goals. This role will be responsible for managing and overseeing numerous OFPI projects with a primary focus on data, policy (internal & external), legislation and training (internal & external).  This position requires strong project management skills, and the ability to work closely with the Executive Director OFPI to ensure successful execution of OFPI initiatives.  This position will act as a liaison on behalf of the Executive Director OFPI with various other entities. This position will have primary responsibility for all inter-agency coordination with local, state and federal partners. This position will prepare high-stakes deliverables including responses to legislative inquiries as well as the Office of the Governor. This position will utilize available data analytics to fulfill reporting requirements to the Department of Labor and the Equal Employment Opportunity Commission by creating complex reports on behalf of the executive staff. This position will coordinate with the Office of the Attorney General preparing agency responses to interrogatories/subpoenas by utilizing all available data analytics to create high level reports when applicable.

This position will collaborate with the Director of Education and Compliance within OFPI and play a key role in the project management of various training programs. This position may serve as a lead instructor/content developer for OFPI and MPCTC training programs in the areas of Fair Practices, Inclusion and Professional Development.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Six years of administrative staff or professional work.

Notes:
  1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.
  2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.
  3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.
  4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

SELECTIVE QUALIFICATIONS

  • Must be certified to train at the MPCTC
  • Training and professional development experience
  • Investigation experience
  • Policy review and SOP development experience
  • Experience working with high level directors and executives

DESIRED OR PREFERRED QUALIFICATIONS

  1. Experience in handling investigations and/or complaints of discrimination and report writing.
  2. Experience in auditing the development of policies and procedures for EEO, ADA, and other human resources policies and procedures to ensure fair practices.
  3. Experience leading projects, project teams, and managing resources.

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
