Main Purpose of Job

The position is responsible for supporting the Department’s fiscal operations in various ways. This position works with its assigned MSDE program and budget team members to ensure the accuracy and propriety of programs’ financial status and assists in the resolution of fiscal issues or inquiries identified by the budget or program staff. The fiscal administrator serves as programs’ primary point of contact for all fiscal matters and works with budget team staff to resolve fiscal issues.

POSITION DUTIES

  • Researches expenditures, encumbrances, invoices, grant payments, and other fiscal matters as requested by staff from assigned program or budget team staff.
  • Reviews expenditure data entered by the Office of Accounting to ensure accuracy of data in the State’s Financial Management Information System (FMIS) for assigned programs.
  • Reviews entries with assigned programs to ensure expenditures match programs’ expectations.
  • Prepares journal entries and adjustments for the FMIS if corrections or other adjustments are needed.
  • Reviews and confirms that Program Cost Accounts (PCAs) for positions within assigned programs are accurate and that expenditures for positions’ salaries in assigned programs are tied to the correct PCA.
  • Reviews position change documents for proper and correct data entry.
  • Attends all program meetings with budget analysts to provide input where applicable on fiscal matters, take notes, and create fiscal action lists based on meeting topics.
  • Assists MSDE budget team with ad hoc reporting and following up on status of appropriation issues and other duties as assigned. 
  • Prepares ad hoc reports and statistical charts and presentations by developing or using spreadsheets, presentation software, databases, and customized State/Federal management information financial systems. 
  • Assists in developing and maintaining manuals, instructions and reporting instruments for financial data collection activities.
  • Supports the budget and program teams in developing responses to requests from auditors, the Department of Budget and Management, the Department of Legislative Services, and other stakeholders.

MINIMUM QUALIFICATIONS


EDUCATION:  Bachelor's Degree from an accredited four-year college or university; coursework in Accounting, Business Administration, Economics, Finance, or Public Administration is preferred.

EXPERIENCE:  Five (5) years of experience in fiscal management working with professional budgets, accounting standards, procurement, funding, audit and grants management. This experience within education programs or related programs is desirable. 

NOTES: 
  1.  Applicants may substitute a Master's degree in business, accounting, economics, finance, or public administration for two years of the experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.
  • Knowledge of General Accepted Accounting Principles (GAAP);
  • Knowledge of governmental accounting standards, policies & procedures;
  • Skill in the use of the Financial Management Information System (FMIS);
  • Skill in the interpretation of State and federal laws/ regulations; skill in using accounting, finance & spreadsheet software
