Main Purpose of Job

The main purpose of this position is to assist, direct and to work to oversee the development and dissemination of external and internal communications that inform and educate the public; Department employees, and other federal, state and local law enforcement agencies concerning public safety issues and initiatives involving the Department of State Police, which includes the Maryland State Police, Office of the State Fire Marshal, and the Vehicle Theft Prevention Council.

POSITION DUTIES

Acts as a spokesperson for the Department, responding to media inquiries about breaking stories and proactive initiatives. This regularly involves responding to the scene of a breaking incident to deal with the media on-location and preparing/disseminating news releases about those stories involving the Department to inform the media/public about the incidents and provide accurate, timely information.

Monitors developing stories and prepares and issues news releases, social media posts and responses to media regarding a variety of law enforcement related issues and proactive Department programs/initiatives to inform the public/media about public safety issues that impact them.

Researches, prepares and writes remarks for Department personnel for press events and other agency events.

Develops content and issues monthly IMPACT newsletter.

Monitors Department promotions and other changes to manage updates to the MSP website as needed.

Develops partnerships for public education campaigns about public safety to include VTPC; Keeps the Secretary's Office informed of media coverage about the Department. Plans and proposes response strategies.

Provides police/media relations training to all ranks within Department and allied law enforcement agencies.

Plans/organizes news conferences, annual ceremonies and special events for the Department and state government with community groups, special promotions, law enforcement and employee groups.

Photographs, videotapes, manages sound system and performs other related duties as assigned.

Produces audio and video productions for Department projects to include social media posts, public service announcements and ceremonies/events.

Other duties as assigned by Command staff/supervision.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree from an accredited four-year college or university with at least 30semester credit hours in one of the following subjects: English, journalism, public relations writing or other similar and related courses.

Experience: Three (3) years of experience in public information, public relations, journalism or other related experience in publicity or promotional work.

Note:
1. Applicants may substitute additional experience as described above for the required education of a Year-for-year basis.

2. Candidates may substitute U.S. Armed Forces experience as a commissioned officer in public affairs classification or public affairs specialty codes in the information field of work on a  year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

One of the three years of the required experience must have been as a liaison/spokesperson to the media as a public information officer, responding to the inquiries and preparing correspondence in response to requests for information.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred Qualifications:
1. Experience designing, developing, implementing and maintaining a public or commercial website as well as social media platforms to include Facebook, Twitter, YouTube and Pinterest.

2. Experience writing, researching and implementing communications, marketing and public relations strategies to promote and publicize, utilizing the internet and other social media platforms.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

In accordance with Section 2-204(b)(6) of the Public Safety Article, Candidates for position in this classification will be subject to an initial drug screening and a complete criminal background investigation before permanent appointment can be made. A criminal conviction may be grounds for rejection of the candidate.

SELECTION PROCESS

Only candidates who meet the minimum qualifications will be considered for this classification. Therefore, it is essential that you provide complete and accurate information on your application. Successful candidates will be placed on the Eligible List categorized as BEST QUALIFIED, BETTER QUALIFIED or QUALIFIED and remain eligible for consideration for at least one year from the date of examination. The list will be used by the hiring manager to select employees.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training and experience related to the requirements of the position. You may be required to complete a qualifications supplement, or the rating may be based on your application. Report all experience and education that is related to this position. Applicants may be given a physical examination and will be subject to an interview, background investigation, polygraph examination and substance abuse testing.
