Main Purpose of Job

Reporting to the Deputy Director of the OPR, this position plans, coordinates and manages the Health System preparedness, planning and response activities in Maryland. This position is the program manager for the Hospital Preparedness Program federal cooperative agreement and oversees all necessary programmatic, oversight, and reporting functions of the HPP Program in Maryland. This position manages staff within OPR as well as oversees the staff and activities of four Healthcare Coalitions and their fiduciary, which are comprised of state and local hospital, LHD, emergency management and EMS leaders. The position also manages the relationship with federal HHS ASPR project and grants management teams and ensures compliance with federal funding requirements.

Employees in this position must adhere to current MDH and OP&R telework policy.

MINIMUM QUALIFICATIONS

The qualified candidate must possess a Bachelor's degree, and six (6) years of professional health service  experience, including three (3) years at a supervisory or management level and two (2) years experience with project and grant management. Three (3) years of experience must be in public health care systems or public health emergency preparedness.

A Masters degree will substitute for one year of the required general experience. A Doctorate will substitute for two years of the required general experience. Additional experience will substitute on a year-for-year basis for the Bachelor's degree.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess experience in the following:

  • Experience managing federal grants/cooperative agreements;
  • Experience engaging with a large set of public and private partners;
  • Experience with health systems, coalitions and/or health systems management; and,
  • Experience with emergency preparedness.

This is a Management Service position, and serves at the pleasure of the Appointing Authority.  A resume must accompany your application.
