Introduction

The Maryland Department of Commerce is seeking qualified applicants for Director of Foreign Direct Investment within its Office of International Investment and Trade (OIIT) within the Division of Business and Industry Sector Development. This position reports directly to the Senior Director of Office of International Investment & Trade (OIIT).

This is a Management Service position, and serves at the pleasure of the Appointing Authority.

Main Purpose of Job

The primary responsibilities of the Director Of Foreign Direct Investment include supporting OIIT in international activities, specifically, administration of programs to attract Foreign Direct Investment (FDI) to Maryland and promoting the state as an investment destination.  

POSITION DUTIES

The Director of Foreign Direct Investment will implement and oversee a variety of programs and contracts related to the broader mission of investment attraction and advise on promotion and marketing strategies. This position directly supervises the Global Gateway Program Manager and will manage lead generation contractors for Europe, Canada, and Japan that are not state employees. This position will also manage the state’s SelectUSA Summit participation and represent the OIIT at various other international events. Some travel will be required as well as attendance at national and international events.

The selected candidate will possess excellent interpersonal skills to work with high-level public, private sector, and international officials and maintain effective working relationships; excellent written and oral communication skills; the ability to handle multiple, concurrent and high priority projects and possess proficiency with the Microsoft Office Suite, Google Mail, Salesforce and/or other relevant software. Some statewide travel is required; as is, this position represents the OIIT at international events, committee meetings, and various working groups related to the OIIT in international activities.

MINIMUM QUALIFICATIONS

Education:   Bachelor’s Degree in International Business, Management, Economics, or a related field. 

AND 

Experience:  Six (6) years of recent professional experience in business development, which includes international business.

Notes: 

1. Candidates may substitute the possession of a Master’s degree or a Doctorate degree from an accredited college or university for up to two years of the required general experience.
2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving international business work related to the administration of rules, regulations, policy, procedures, and processes, or overseeing or coordinating unit operations on a year-for- year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications and describe in detail any job duties relating to the qualifications stated:

1. A Master’s degree in a related area is preferred. 

2. Two (2) years of experience must have involved one or more of the following: supervision of other employees, overseeing and coordinating general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures. 

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
