Introduction

Maryland’s Family and Medical Leave Insurance (FAMLI) program makes sure all workers in Maryland have paid time off for medical and family reasons. FAMLI is a social insurance system covering 2.8 million workers and 180,000 employers, delivered as a digitally native, public-facing service. We know that delivering services primarily through a website is a new way of doing business in government.
 
Reporting directly to the Director of Digital Services, this position is crucial for ensuring the efficient operations of the Digital Services team, including its leadership team and vendor relationships. For the overall Digital Services team, the Operations Lead will work to actively foster a culture of inclusivity and innovation for our fully remote team. 

For the Digital Services leadership team, the Operations Lead will provide valuable project management and administrative support. As the principal contract manager, the Operations Lead will collaborate with our vendor partners, developing quality assurance mechanisms and managing performance.

This is a Management Service Position. This position serves at the pleasure of the Appointing Authority.

Main Purpose of Job

The Digital Services Operations Lead is a critical member of the Digital Services team within the Division of Family and Medical Leave Insurance (FAMLI) at the Maryland Department of Labor (MDOL). The Digital Services Operations Lead reports to the Director of Digital Services and leads all operations for the Digital Services team including the team’s vendors. The Operations Lead facilitates the smooth functioning of the Digital Services team by establishing efficient processes, systems, and tools to enhance productivity and communication.

POSITION DUTIES

Duties of this position include but are not limited to:

●  Acts as principal contract manager for all contracts supporting the digital services team, including agile service 
    delivery vendors team.
●  Works with vendors to develop quality assurance mechanisms for delivery.
●  Liaise with vendors regarding performance management.
●  Provides project management support to the Digital Services leadership team.
●  Supports Digital Services team hiring, including recruitment, interviewing, and administrative requirements.
●  Liaises with FAMLI and DOL personnel to facilitate onboarding and offboarding Digital Services team members.
●  Manages the Digital Services team's project management tools, including onboarding and offboarding team
    members and managing contracts, such as Jira and GitHub.
●  Establishes and iterates on team rituals and norms.
●  Develops communication patterns to support the rapidly growing Digital Service team.
●  Fosters a culture of inclusivity and innovation.
●  Drives team-oriented initiative for a fully remote team.  Develops systems for gathering team health.

MINIMUM QUALIFICATIONS

Experience: 

Minimum 5 years experience in project management, logistics, or administration, including:

●  Experience in agile project management for web/software development Scrum teams 
●  Experience and familiarity with using Google Workspace Suite (Google Docs, Google Sheets, Google Calendar)
    and Jira 
●  Experience managing users and roles in tools like Jira and Slack
●  Experience working as part of a fully remote team
