Introduction
The Department of Information Technology (DoIT) leads the
State in the creation and implementation of information technology solutions
that improve IT infrastructure and government services which keep Maryland
current within IT industry trends. Technological resources at the agency’s
disposal combined with a talented and knowledgeable team allow the Department
of Information Technology to successfully identify opportunities for State
agencies to run more efficiently.

GRADE
Main Purpose of Job
This position is responsible for development,
implementation, and oversight of a comprehensive data practices program to
ensure State data assets are responsibly accessed by State employees and made available
to the public as open data in accordance with State policies and legislation.
This program is responsible for advancement and adoption of data policies by
executive branch agencies, as well as advising and directing executive branch
agencies to data solutions to meet their data governance and management needs.
As a member of DoIT’s Data Team, this position is
responsible for helping our customers understand data and use it to make
strategic business decisions and improve agency services. This leadership
position of the Data Practices Program will design, implement, and manage a
secure, efficient, and effective framework for inter-agency data sharing,
ensuring compliance with state policies and regulatory requirements across the State.
The position will work closely with state agencies and strategic partners to
ensure the program aligns with organizational goals and addresses specific data
needs.
POSITION DUTIES
● Program Development: Develop and implement an
enterprise-wide data sharing strategy, including policies, standards, and
protocols to facilitate secure and efficient data exchange.
● Governance: Establish and oversee data sharing governance
to ensure data integrity, privacy, and compliance with state and federal
regulations.
● Collaboration: Work closely with state agencies, IT, and
stakeholders to identify data use needs and ensure alignment with
organizational goals and objectives.
● Security and Compliance: Implement robust data security
measures and ensure all data use activities comply with relevant privacy laws
and regulations.
● Training and Support: Provide guidance and training to
agency staff on data governance and sharing practices, tools, and technologies.
● Performance Monitoring: Develop metrics to assess the
effectiveness of the data practices program and report progress to senior
management.
MINIMUM QUALIFICATIONS
Education: Bachelor's degree from an accredited college or
university in Information Technology, Computer Science, Management Information
Systems, or other information technology related field. Masters preferred.
Experience: Four (4) years of experience designing,
developing, implementing and maintaining programs for an inter-agency data
governance and/or sharing program.

Contractual employees who work for an agency and have a
current employment contract of 30 or more hours a week (or on average 130 hours
per month) will be eligible for subsidized health benefits coverage for

Leave
Paid leave will accrue at a rate of one hour for every 30
hours worked.
