Introduction

The Governor’s Office of Crime Prevention and Policy serves as a coordinating office that advises the Governor on criminal justice strategies. The office plans, promotes, and funds efforts with government entities, private organizations, and the community to advance public policy, enhance public safety, reduce crime and juvenile delinquency, and serve victims.


***This is a management service position which serves at the pleasure of the appointing authority. This is a contractual position with limited benefits.***

Main Purpose of Job

The Senior Project Manager will lead the Commission on Juvenile Justice Reform and Emerging Practices, overseeing all Commission activities related to evaluating and improving juvenile services programs in Maryland. Additionally, this role will support the Prison Education Delivery Reform Commission by coordinating activities related to developing education-focused policies to reduce recidivism and increase public safety among adult offenders. This role requires exceptional leadership skills, strategic thinking abilities, and a deep commitment to driving positive change in juvenile justice and criminal legal systems.

POSITION DUTIES

Direct and coordinate all commission activities, including planning and facilitating commission and subcommittee meetings.

Work closely with the Commission Chairs to develop the commissions’ vision, goals, policy framing, and operational structure in alignment with statutory mandates and deadlines. 

Organize commissioners, facilitating full participation and contributions to the commissions’ work and encouraging each to contribute their expertise.

Draft final reports and recommendations shaped by the vision set by the commissioners and the requirements outlined in the statute. 

Supervise the Assistant Project Manager and any other contractual staff or consultants. Work closely with the Assistant Project Manager to gather, assess, and interpret data provided to the commissions.

Manage difficult conversations about contentious juvenile justice and corrections topics with the commissions and with external entities. 

Represent the commissions in a liaison capacity with managers and officials of other agencies concerning commission activities.

Perform other related duties as assigned.

MINIMUM QUALIFICATIONS

Three years of experience in program management or related field, including facilitation, diverse stakeholder engagement, managing complex communication, and public relations in one or more of the following areas criminal legal system, juvenile justice, public safety, child welfare, or public health topics.

DESIRED OR PREFERRED QUALIFICATIONS

An advanced degree (MA, MS, JD, PhD) in social work, public policy, criminal justice, or a related field is required. 
Strong leadership and interpersonal skills with the ability to motivate team members.
Excellent organizational and strategic planning abilities.
Effective communication skills, both verbal and written.
Ability to adapt to changing priorities and thrive in a fast-paced environment.

BENEFITS

Contractual employees who work for an agency and have a current employment contract of 30 or more hours a week (or on average 130 hours per month) will be eligible for subsidized health benefits coverage for themselves and their dependents. Paid leave will accrue at a rate of one hour for every 30 hours worked.
