Introduction
The Maryland Lottery and Gaming Control Agency (MLGCA) serves as one of the largest revenue sources for the State of Maryland, supporting important state programs and services including education, public health and safety, human resources and the environment. In addition to generating revenue from the sale of lottery products, the MLGCA is also responsible for the oversight of the state’s casino gaming program, providing direction and guidance to its casino partners on financial, security, regulatory and licensing procedures for the facilities. The Agency also regulates Sports Wagering, Daily Fantasy Sports and Electronic Bingo, as well as Instant Ticket Lottery Machines, which are located at almost 90 Veteran’s posts. Gaming in Maryland is a dynamic and growing business that operates around the clock, 365 days of the year.

Main Purpose of Job
The main purpose of this position is to maximize sales and revenues for all Lottery products and to provide sales support to all assigned Lottery activities throughout the state of Maryland in support of over 4,400 licensed retail locations. Working in conjunction with one other Field Sales Manager, the individual will be responsible for the supervision and management of regional sales and service teams comprised of more than 20 employees; assigns and reviews the work of others; and makes recommendations to the Director of Sales regarding agency procedures. This position is also responsible for the qualification and assessment of potential Lottery retail locations by working in tandem with the Sales Management team, vendor partners and the Lottery IT department to address hardware/software issues. This position relates to the mission of the agency by ensuring the retailer network is maintained at an optimum level; integrity is maintained at all times; and the sales at each location are maximized through the utilization of POS merchandise, training, in-store promotions and periodic events.
POSITION DUTIES
Sales Management
- Manage assigned regional sales and service teams in Maryland to ensure improved Lottery sales and performance by implementing planned sales programs and following established Sales Division procedures.
- Responsible for hiring, training, completing performance appraisals, and disciplining the field sales team, as needed.
Retailer Network Management
- Conduct monthly retailer visits that include riding along with assigned Regional Managers and/or District Managers to ensure that the Sales Division’s goals are being followed and met at each retailer location.
- Participate in management of the Lottery retailer onboarding process. Ongoing qualification and review of potential new Lottery retailer locations; Ongoing review of documents, forms, policies to ensure compliance with Lottery, state and federal regulations. Implement changes to procedures, policies, and personnel to improve efficiency to the onboarding process.
Other duties as assigned
- Assists other Lottery Divisions as necessary.
- Participates in other special projects as required by the Director of Sales.
MINIMUM QUALIFICATIONS
Education:
Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience:
- 5-7 years of consumer products relevant work experience, preferably in field sales and sales management
- Hiring, managing, training and developing sales personnel
- Proven record of success with entire sales process
- Experience with building and maintaining internal/external relationships
- Experience managing projects from inception to completion; ability to prioritize and manage multiple projects
Notes:
1. Candidates may substitute the possession of a bachelor’s degree from an accredited college or university and 3-5 years of experience with field sales/field sales management in place of the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
- Previous supervisory experience
- Three to five years selling Lottery and/or consumer products to grocery, convenience/department store or mass merchandiser trade channels
- Self-sufficient with Sales Force Automation (SFA) tools and standard PC software programs.

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
