Work that matters.  The Maryland Department of Housing and Community Development (DHCD) is a national leader in community development and affordable housing.  The Division of Neighborhood Revitalization seeks a highly organized, customer orientated, self-motivated, team player, experienced with community development, community planning, financial management, and grant and loan administration. 

DHCD has an immediate opening for an Assistant Director in its Division of Neighborhood Revitalization to help support the Community Development Block Grant Program.

The Maryland Department of Housing and Community Development Headquarters is located in Prince George's County across from the New Carrollton Metro stop. 

POSITION DUTIES

Assists in directing the State’s management of assigned programs on the Community Development Programs Team in the Division of Neighborhood Revitalization to ensure compliance with regulations, policy, laws and standards and to achieve neighborhood revitalization. The team manages and has oversight of the federal Community Development Block Grant Program (CDBG), the federal Recovery Housing Program (RHP), the state Town Manager Circuit Rider Program (CR), and the state Maryland Affordable Housing Trust (MAHT). Additionally, the team manages construction projects funded by the Appalachian Regional Commission (ARC).

In addition to assisting the Director with the overall management of all programs, this Assistant Director position directs and coordinates all activities of the CR and RHP Programs. This includes managing the method of distribution, project selection, financial management and monitoring. The position will also manage the CDBG internal competitive funding process which includes ensuring compliance with federal and state regulations, policy, laws and standards. This position helps guide the Team in providing technical assistance and training to applicants and awardees. Under this position, approximately 30 new community and economic development projects are awarded each year that will be implemented and monitored over an approximate 5-year period. The position evaluates and monitors the effectiveness of investments and makes recommendations to upper management on CDBG investments. 

This position also oversees all reporting for the team, including complex federal reporting as required by the U.S. Department of Housing and Urban Development (HUD) via the Integrated Disbursement and Information System and the Disaster Recovery Grant Reporting System as well as Departmental reporting such as Clean Data and Metrics. This position provides supervision and oversight to the Program Officer responsible for reporting functions. Position also provides supervision and oversight to two of the Project Managers on the Team that work on the CDBG Program. This position leads remaining team members, providing coaching and mentorship.

This Assistant Director position may also assist with staffing several inter-agency groups as required.

MINIMUM QUALIFICATIONS

Education:  A Bachelor's degree from an accredited college or university.

Experience:  Five years of management experience with the Community Development Block Grant Program.  Additionally, must have a minimum of two years supervisory experience. 

Note: 

Candidates may substitute the possession of a Master's degree in a job-related field from an accredited college or university for up to two years of the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • Eight years of experience with the Community Development Block Grant Program
  • Experience with grant administration with government and/or nonprofit organizations
  • Experience in the area of community planning or community development 
  • Experience making presentations, working with community stakeholders, and facilitating community engagement sessions

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
