Introduction
This is a position specific recruitment for the Maryland Department of Natural Resources, Land Acquisition and Planning. This recruitment will be used to fill current vacancies for the position and may be used to fill future vacancies in the same classification/function. Future vacancies may also be filled via other recruitments. The resulting eligible list will be maintained for one year.

Main Purpose of Job
The position is responsible for the overall administration of the operations of the Land and Property
Management Program (“LPM”) within the Land Acquisition & Planning Unit of the Maryland
Department of Natural Resources ('DNR'). This position directs and oversees the administration
and coordination of certain real estate transactions for all units of DNR (Wildlife, Forestry, and
Parks, Fisheries, etc.) for real property and improvements managed by DNR. This includes (1)
overseeing, preparing, processing, and reporting delegated leases pursuant to BPW Advisory 2006-
1, as revised (dwellings, agricultural lands and outbuildings); (2) processing operational house
leases (a subset of delegated leases) pursuant to guidance and policy determined by the DNR
Housing Review Committee; (3) obtaining lease and reporting information from the Maryland
Forest Service for hunting leases on Chesapeake Forest Lands, and (4) overseeing, preparing,
processing, and reporting of non-delegated leases of DNR property (long-term, curatorship, special
project, office space, and communications towers/antennas) and other leases/agreements for the use
of DNR property that require Board of Public Works approval (easements related to utility and
access, and related rights of entry associated with perpetual easements. This position relates
directly to the mission of the agency by aiding the Department in providing a self-sustaining
network of public lands and providing efficient and effective operations.
POSITION DUTIES
The Department of Natural Resources (DNR), Land Acquisition and Planning (LAP) unit, located at the Tawes State Office Building, Annapolis, Maryland, is currently accepting applications for an Associate Director of the Land & Property Management Program. This position directs and oversees the administration and coordination of certain real estate transactions for all units of DNR (Wildlife, Forestry, and Parks, Fisheries, etc.) for real property and improvements managed by DNR.
The main purpose of this position is to oversee the overall day-to-day operation and workflow of the Department’s Land & Property Management Program, which includes leases of DNR lands (delegated and non-delegated), utility and access easements, together with related rights-of-entry, licenses and other agreements related to DNR lands requiring Board of Public Works approval. This position makes recommendations for hiring, software, other support tools and budgeting. This position is responsible for the oversight of digital and paper records.
Additionally, this position will collaborate closely with the Department’s Housing Review Committee and represent the unit at those meetings. This position must work closely with other teams within LAP, various units within DNR, local government agencies, the Office of the Attorney General, the Department of General Services, the Board of Public Works as well as the general public.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Six years of professional experience including:
- Four years of experience managing or leasing real property.
DESIRED OR PREFERRED QUALIFICATIONS
- Two (2) years’ experience must be in the supervision of employees.
- Two (2) years’ experience working with leasing programs in a governmental setting.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties, which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
