Introduction
The Maryland Department of
Assessments and Taxation (also known as the State Department of Assessments and
Taxation, or SDAT) is a customer-focused agency that works to ensure property
is accurately assessed, business records are appropriately maintained, and
necessary tax-related information is conveyed to state agencies and local
jurisdictions. The Department's responsibilities can generally be split into
three main areas: Business Services, Real Property Valuation and Property Tax
Credits.

Main Purpose of Job
POSITION DUTIES
This position
assumes all responsibilities of the Chief Legal Program Manager during the Senior
Program Manager’s absence. The role involves planning, organizing, and
overseeing the work of charter legal staff, including secretaries,
administrative aides, paralegals, and attorneys, through direct supervision.
The incumbent also provides technical guidance to team members.
The incumbent
serves as a customer service representative for the department when required,
assisting at the service counter, via telephone, and through email. This
includes promptly resolving legal and administrative issues.
The incumbent
advises and guides officials, directors of existing or prospective business
entities, and their attorneys or representatives on proper procedures to
maintain good standing with the State of Maryland, complete specific
transactions, or file personal property returns.
The role
involves reviewing corporate and business entity documents for legal compliance
under Maryland laws and regulations, accepting or rejecting filings, and
providing detailed instructions to address deficiencies. The incumbent also
oversees the Ground Rent Registration and Redemption programs, as well as
Transfers of Controlling Interest filings, which require investigation, legal
research, and negotiation. Complex filings and transactions are resolved as
needed.
As a
subject-matter expert in Charter Legal and departmental functions, the
incumbent regularly communicates with the public, legal professionals, courts,
and other government agencies. These interactions provide guidance,
instructions, and referrals for information on starting and operating
businesses. Communication occurs through various channels, including mail,
in-person, telephone, and fax.
The position
requires continuous research and interpretation of Maryland statutes, case law,
and regulations to maintain expertise and ensure competence in areas under the
Department's purview. The incumbent also works to improve processes and
operations within the Charter Legal office.
The incumbent
is responsible for supervising and evaluating subordinates.
Performs
additional duties as assigned.
MINIMUM QUALIFICATIONS
Education:
A degree from an accredited law school.
Experience:
A minimum of five years of experience in administrative staff or professional
work is required. At least one year of this experience must include one or more
of the following responsibilities: supervising employees, managing and
coordinating the overall operations of a unit, conducting legal research and
reviews, applying rules and regulations, or contributing to the development of
policies or procedures.
Notes:
Candidates
may substitute graduate-level education from an accredited law school may
substitute for the required general experience at a rate of 30 semester credit
hours equating to one year of experience.
Candidates
may substitute relevant military service as a commissioned officer in the U.S.
Armed Forces, involving responsibilities such as administering rules,
regulations, policies, procedures, or processes, managing unit operations, or
serving as a staff assistant to a senior officer, may be substituted on a
year-for-year basis for the required education and experience.
SELECTIVE QUALIFICATIONS
Fundamental knowledge
of corporate and business association laws and legal principles.
Experience managing a
team in a dynamic, customer-focused work environment.
Proficiency in
conducting legal research and analyzing complex topics.
SPECIAL REQUIREMENTS
Candidates may be
responsible for providing their own transportation as needed to access
meetings, remote locations, and job destinations as assigned.
