Introduction

The Maryland Higher Education Commission (MHEC), is seeking an experienced and energetic individual to fill the position of Program Manager III in their Office of Student Financial Assistance (OSFA).

Main Purpose of Job

The Office of Student Financial Assistance (OSFA) is responsible for all State student financial aid programs, administering over $150 million in grants and scholarships in Maryland. Financial assistance programs include need-based grants, which are awarded based on the student's ability to pay; merit-based scholarships given to students with special talents; career-based scholarships for students entering certain workforce programs; awards to unique populations, such as military veterans; and legislative scholarships. The Program Manager III position is a full-time managerial level position primarily responsible for directing programs unique to the agency and department’s mission and operations. The Deputy Director reports directly to and supports the Director in ensuring the proper coordination of the activities and priorities of the major functional areas of the department. Assist in the effective and efficient operations, budgeting, and planning for all Program Units within the Department: Need-Based; Career-Based; Decentralized; Unique; legislative Programs; Loan Assistance Repayment Programs; Service Obligation; and Compliance. The Deputy Director provides leadership, management, and coordination of all aspects of the Department, including policy development, operational excellence, budget and financial controls. As a key leader within the managerial team, the Deputy Director advances authority-wide productivity and communication of shared objectives among all Units within the department.

POSITION DUTIES

The position oversees daily operations to ensure business continuity, adherence to the Department’s annual budget, conflict management, and compliance with state legislation and regulations. Supervises key Agency-wide initiatives from development to successful execution, makes recommendations for improvements to organizational processes and procedures for operational optimization. Oversees implementation of department-wide policy and procedures. Collaborates with interagency workgroups to facilitate Agency programmatic and operational goals. Meets regularly with Associate Director of Operations and Associate Director of Systems to ensure overall alignment of individual areas with the department and Agency’s strategic goals and objectives in a timely and efficient manner. Review ongoing management activities within all areas of the department and work closely with managers in improving workflow, resolving discrepancies, and making effective decisions. Provides recommendations and support with operational issues that may hinder achievement of deliverables.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor’s degree from an accredited college or university.

Experience: Minimum of 3 years in leadership roles with progressively increased responsibilities required. At least 2 years of experience in program administration or a related area. Must be able to explain and/or demonstrate possession of the knowledge, skills, and abilities to safely perform the essential functions of the job, with or without reasonable accommodation.  

Specifically,
• Ability to work with a high degree of flexibility, accuracy and attention to detail.
• Demonstrate excellent office and computer technology skills.
• Demonstrate a high degree of computer literacy, including Word, Excel, Internet and databases.
• Strong interpersonal skills and the ability to communicate effectively both orally and in writing.

DESIRED OR PREFERRED QUALIFICATIONS

- 2 years of experience working with financial aid including scholarships.  

- Applicants should possess hands on experience and knowledge of student information systems or other similar type of data systems as well as excellent oral and written communication skills.
