Main Purpose of Job

This is an advanced leadership, management and administrative level position with responsibility for the organizational efficiency and administrative operations of the Children’s Services Division within Baltimore County DSS. The Children’s Services Division provides child welfare services to families and children in out of home care, including kinship care, and oversees a team of over 100 social work and human services professionals. At the discretion of the Director and Deputy Director, the incumbent provides leadership and management on child welfare issues. Additionally, this position provides leadership in the areas of maintaining Accreditation and Strategic Planning.

POSITION DUTIES

  • Provides comprehensive planning, coordination, evaluation, monitoring, policy and decision making for a continuum of child welfare programs within the Children’s Services Division (CSD) to ensure that high quality services are delivered to customers in accordance with Federal, State, County, Agency and other applicable policies, procedures and guidelines. 
  • Manages and leads employee performance to ensure effective and efficient delivery of services and to develop employees to meet individual, team and organizational goals. 
  • Manages financial resources and budgets (including identifying funding requirements, advocating for appropriate funding levels, allocating funds appropriately, reconciling income and expenditures) in order to ensure that programs and budgets are fiscally sound in accordance with Federal, State, County, Agency and other applicable policies, procedures and guidelines. 
  • Evaluates the effectiveness of child welfare programs, including the establishment of annual goals and objectives for the Children’s Services Division to determine if program improvements are needed.

MINIMUM QUALIFICATIONS

Education:  Master's Degree in Social Work from an accredited or university.

Experience:  Five years of management experience leading a team of twenty or more Social Workers.

DESIRED OR PREFERRED QUALIFICATIONS

Two years of experience working in a government agency.

One year of experience working in a public or private child welfare agency.

One year of experience monitoring and tracking program budget and expenditures.

Maryland Board Approved Social Work Supervisor

Personal Leave- new State employees are awarded six (6) personnel days annually (prorated based on start date). 

Annual Leave – ten (10) days of accumulated annual leave per year.

Sick Leave – fifteen (15) days of accumulated sick leave per year.

Parental Leave – up to sixty (60) days of paid parental leave upon the birth or adoption of a child.

Holidays – State employees also celebrate at least twelve (12) holiday per year.

Pension – State employees earn credits towards a retirement pension.

Positions may be eligible for telework.
