Main Purpose of Job

The incumbent will provide leadership and oversee major social services programs, including all programs and staff related to Adult Services for Baltimore County DSS. Programs include: Adult Protective Services, Social Services to Adults, Project Home, In Home Aide Services and Adult Public Guardianship. The person in this position is responsible for oversight and direction to 65 employees working in these program areas, including 32 Masters-level, licensed social workers. This is a senior management position within a large social services department.

POSITION DUTIES

Program Planning, Development and Implementation

  • Plan, develop and implement of a continuum of Adult Services to vulnerable adults residing in Baltimore County (population over 810,000). 
  • Plan, develop and implement activities occur within the Adult Services Division; between ASD and other divisions within BCoDSS; with other local DSS’s; with the Maryland Department of Human Services; with other public and private agencies and with representative groups from the community. 
  • Serve as agency liaison and representative to a number of interagency and community workgroups.

Supervision, Training and Consultation

  • Responsible for the recruitment, selection, training and ongoing professional development of supervisors and administrators within ASD. 
  • Clinical case consultation provided to administrators, supervisors and case workers regarding complex Adult Services cases.

General Administrative Duties 
  • Responsible for the general administration of a Division of 65 employees with a program budget in excess of $635,000.
  • Administrative activities can be division-specific; program-specific; employee-specific; and/or agency-specific. 
  • Administrative duties may include but are not limited to: strategic planning; risk management; continuous quality improvement; general operational and management responsibilities; budget planning; staff deployment; legislative review; and agency accreditation. Activities may include participation and leadership in work groups at the local and state levels.

Management Guidelines

  • Responsible for the development, dissemination, implementation, review and revision of routine business practices, procedures, policies and compliance standards consistent with regulation and law.

Staff Development

  • Responsible, along with program administrators and unit supervisors, for securing ongoing professional development for staff that is consistent with Division goals of adult protection and well-being and with professional standards.

MINIMUM QUALIFICATIONS

Education:  Master's Degree in Social Work from an accredited or university.

Experience:  Five years of management experience leading a team of ten or more Social Workers.

DESIRED OR PREFERRED QUALIFICATIONS

Three years of experience working in a government agency.

Six months of experience working with hospitals.

Six months of experience working with the court system.

Maryland Board Approved Social Work Supervisor

Personal Leave- new State employees are awarded six (6) personnel days annually (prorated based on start date). 

Annual Leave – ten (10) days of accumulated annual leave per year.

Sick Leave – fifteen (15) days of accumulated sick leave per year.

Parental Leave – up to sixty (60) days of paid parental leave upon the birth or adoption of a child.

Holidays – State employees also celebrate at least twelve (12) holiday per year.

Pension – State employees earn credits towards a retirement pension.

Positions may be eligible for telework.
