Main Purpose of Job

This position is a member of the senior leadership team for the Department, and serves as Assistant Director for the Child and Adult Welfare Division. This position provides program oversight, budgetary responsibility, consultation, direction, evaluation, and leadership to the following program areas; Child Protective Services; Out of Home Services including Resource Home Recruitment and Retention and Adoption Services; In Home Services; Social Services to Adults; Adult Protective Services; In-Home Aide Service; Emergency Assistance, Senior Care, Project Home, and Respite Care. This position also requires the ability to identify and develop needed resources and practices that support the population of the community and ensures that at all times, customer service meets or exceeds the Department’s standards

POSITION DUTIES

  • Establish overall policies, procedures, goals and standards for all programs in Child Welfare and Adult Services
  • Assess the needs of the Services Unit and implement action to ensure that all services are being provided in compliance with State and Federal mandates
  • Represent Dorchester DSS as a key member of the agency's executive team at meetings with public, private and community groups to promote the Department's initiatives and/or resolve problematic cases or inter-departmental issues concerning clients
  • Play a key role in developing, implementing and monitoring Child Welfare and Adult Service programs fiscal resources to ensure they are being utilized, appropriated, and managed effectively
  • Assess training needs and evaluate workers performance according to established standards through ongoing trainings, schedules, workflow coverage, and performance evaluations

MINIMUM QUALIFICATIONS

Education:  A Master's Degree in Social Work from an accredited college or university approved by the Council of Social Work and a LCSW-C Licensure.

Experience:  Six years of professional experience in a Social Work capacity in a public or private agency or institution; three years must have been in an administrative supervisory or consultative role and one year must have been supervising in Child Welfare Programs.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1.  Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

2.  Employees in this classification are required to have a current LCSW-C licensure.

  • Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date).
  • Annual Leave - ten (10) days of accumulated annual leave per year.
  • Sick Leave - fifteen (15) days of accumulated sick leave per year.  
  • Parental Leave - up to sixty (60) days of paid parental leave upon the birth or adoption of a child.
  • Holidays - State employees also celebrate at least thirteen (13) holidays per year.  
  • Pension - State employees earn credit towards a retirement pension.
  • Positions may be eligible for telework.
