Introduction
This is a position specific recruitment for the Maryland Department of Natural Resources, Chesapeake and Coastal Watershed. This recruitment will be used to fill current vacancies for the position and may be used to fill future vacancies in the same classification/function. Future vacancies may also be filled via other recruitments. The resulting eligible list will be maintained for one year.

Main Purpose of Job
The incumbent in this position directs all programs and activities of the Center for Restoration Finance. The Center’s primary role is coordinating multi-year, multi-agency initiatives to provide a framework for statewide and watershed-specific initiatives to reduce non-point source pollution, build climate resiliency and help fulfill the objectives of regional and statewide restoration commitments (2014 Chesapeake Bay Agreement, Chesapeake Bay TMDL and 2 Year Milestones). The Center for Restoration Finance has an annual budget that exceeds $50 M in state funds and roughly $4 M in federal grants. The Center directs the following statewide funding programs: Chesapeake and Atlantic Coastal Bays Trust Fund and EPA’s Chesapeake Bay Implementation Grant. Each year the Center (1) develops funding priorities, (2) distributes and tracks the funds and deliverables, (3) fulfills the federal and state reporting requirements, and (4) evaluates opportunities to leverage the funds to maximize their impact.
The position also works to ensure an effective and coordinated approach among federal, state and local governments in financing Chesapeake Bay restoration projects. The position will work across the other fund sources managed by the unit (Whole Watershed Fund, Coastal Zone Management, Aquatic Resources Education and Waterway Improvement) to better leverage opportunities to meet a myriad of unit goals, including but not limited to climate strategies, habitat improvement, diversity and inclusion, education, access, and water quality. The position will also work with other department units (e.g. Open Space, Park Service, Forestry), state agencies (e.g. MDE, MEMA, MDOT) and federal agencies (e.g. USACOE, EPA, NOAA) to align investments in large-scale projects with environmental and social co-benefits.
The position participates in multiple high-level working groups (e.g. Chesapeake Bay Program Budget and Finance Workgroup, Procurement Improvement Committee) in order to remain informed of state and regional initiatives, identify priority funding needs, and seek to develop new partnerships and efficiencies to accelerate Bay restoration.
This position also leads the development and implementation of novel approaches and new funding programs that contribute to the unit’s mission. The position evaluates different funding mechanisms to provide crucial resources and services to a wide range of stakeholders and helps to integrate new funds into unit processes as needed.

MINIMUM QUALIFICATIONS
Education: Possession of a Bachelor’s Degree from an accredited college or university.
Experience: Five years of professional experience managing projects and teams which address environmental, coastal or natural resource conservation, restoration or management topics. Two years of experience must include managing staff. Two years of experience must include managing restoration funding and grant awards.
DESIRED OR PREFERRED QUALIFICATIONS
- Experience with fund management, program development and oversight including developing scopes of work and executing contracts
- Supervising staff who manage the funding and/or implementation of restoration projects
- Experience directing natural resource management programs that includes coordination with internal programs and federal, state, local, non-profit and private sector interests
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
