Main Purpose of Job
The Bureau of Mines Director position is identified in the
Environment Article, Section 15-202 of the Annotated Code of Maryland, and is
appointed by the Secretary of the Department.
The Director of Mines main responsibility is to direct, plan,
coordinate, and administer all of the activities of the Bureau. The management responsibilities of this
position are unique to the Department. The ideal candidate for this position must
have executive ability and experience in the mining industry, knowledge in the
principles and practices of mining, planning, design, conservation, research,
and experience in reclamation, abandoned mine restoration, drainage abatement,
and administration. The Bureau's diverse
technical staff consist of engineers, geologists, earth scientists, foresters,
and laboratory scientists are involved in complex and often controversial
regulatory and planning activities. This
position is a field position, and the incumbent in this position will be performing
duties in Allegany and Garrett County.
The working conditions for this position involve exposure
to uncomfortable or unpleasant surroundings performing duties during inclement
weather, greasy and dirty construction site conditions, hazardous mine
condition, and field reconnaissance over rough terrain. During site visits there
are safety measures to adhere to in accordance with The Mine Safety and Health
Administration requirements to wear protective equipment when on a mine site.
When inspecting deep mines (underground) a miner’s lamp, self-rescuer and safety
toe boot must be worn.
The
incumbent in this position will be required to drive a State vehicle. If
you maintain an out-of-state driving license, you must provide a certified copy
of your driving record from the appropriate Motor Vehicle Administration at the
time of appointment. Individuals must maintain a driver's license
with no more than 5 points on their driving record in order to drive a
State vehicle.
MINIMUM QUALIFICATIONS
EDUCATION: Possession of a Bachelor's
degree from an accredited college or university that includes 30 credits in the
biological, environmental, physical sciences, other appropriate technical
discipline, or possession of a Bachelor's degree from an accredited college or
university in Environmental Law or Environmental Public Policy or other
appropriate related degree.
EXPERIENCE: Five (5) years of experience supervising professional
staff in an environmental field or experience as an environmental project
manager including assigning tasks, setting priorities, and reviewing work
products.
NOTES:
(1) Professional or scientific experience related to natural
resources, environment or public health may be substituted on a year-for-year
basis for education.
(2) One additional year of experience in professional scientific,
natural resources, or environmental or public health may be substituted for the
30 specialized academic credits.
DESIRED OR PREFERRED QUALIFICATIONS
The ideal candidate should be familiar with coal mining and
reclamation.
