Introduction
Maryland's Family and Medical Leave Insurance (FAMLI) program makes sure all workers in Maryland have paid time off for medical and family reasons. FAMLI is a social insurance system covering 2.6 million workers and 180,00 employees, delivered as a digitally native, public-facing service. We're in the early stages of building something as big and far-reaching as unemployment insurance or a new health department. We know that delivering services primarily through a website, over the Internet, is a new way of doing business in government.
FAMLI's Project Management Office (PMO) is the central hub for the planning, coordination, and execution of the projects necessary to launch the FAMLI program. The PMO provides structured guidance and oversight for projects, promoting best practices and setting standards that foster efficiency, accountability, and innovation. In overseeing the Division's project portfolio, the PMO ensures that all projects align with the Division's mission, statutory requirements, and organizational goals.
The PMO Manager plays a critical role in the FAMLI Division by leading the PMO and supervising a team of Project Managers. This role requires a collaborative and flexible leader who can work effectively with cross-functional teams to achieve successful project execution. The PMO Manager will oversee project planning, progress tracking, stakeholder engagement, and the continuous improvement of processes, all while championing a culture of creativity, rigor, and problem-solving within the team.
This is a Management Service position that serves at the pleasure of the Appointing Authority.

Main Purpose of Job
The Project Management Office (PMO) Manager oversees the execution of implementation projects needed to launch Maryland's Family and Medical Leave Insurance (FAMLI) program in compliance with statutory deadlines. The PMO Manager is responsible for monitoring and reporting on the FAMLI Division's master implementation plan and schedule, ensuring alignment across teams and projects with respect to program goals and deadlines. This role supervises a team of project managers that are collectively responsible for providing support and technical expertise to project owners, guiding them through the complexities of project execution and risk management, including facilitating communication among key stakeholders and optimizing project execution.
POSITION DUTIES
Duties of this position include but are not limited to:
- Leads and supervises the PMO staff, providing oversight and support to individual Project Managers.
- Manages the master project implementation plan and schedule for the Division, ensuring alignment with statutory deadlines, budgetary considerations, and program goals.
- Establishes systems and processes to periodically review, control, report, and monitor project status.
- Provides expert knowledge and support to FAMLI Division leaders in:
- Leading, managing and coordination a wide variety of complex projects.
- Defining project objectives, milestones, and scope, as well as identifying key internal and external stakeholders.
- Establishing, leading, directing, and coordinating their project teams to accomplish their project objectives including providing day to day oversight of the projects.
- Serves as primary point of contact for executive leadership on project management issues, providing regular update on project progress, risks, and key decisions.
- Defines, maintains, and enforces the Division's standards for project management.
- Oversees risk management and mitigation strategies, ensuring that risks to project success are identified and addressed promptly.
- Identifies the need for additional resources to ensure the successful execution of the Division's implementation plan; and
- Leads post-implementation reviews to identify lessons learned and drive continuous improvement.
MINIMUM QUALIFICATIONS
Experience:
- At least six years of experience in project management, with demonstrated ability to lead and manage multiple, complex projects from inception to completion.
- Experience in managing or supervising teams within a project management office or a similar function.
- Proven track record of developing and implementing project management frameworks, tools, and processes.
- Proficiency in project management software.
- Experience in using data analytics for project tracking and outcome measurement.
DESIRED OR PREFERRED QUALIFICATIONS
- Demonstrated openness to multiple project management methodologies and a commitment to continuous learning, with the ability to adapt methods and tools to best suit the unique needs of each project.
- Experience in developing and executing innovation strategies within a public sector or mission-driven environment.
- Familiarity with design-thinking principles.
- Experience in change management, helping teams adapt to new processes, tools, and strategic priorities.
- Experience working with Google Workspace.
SPECIAL REQUIREMENTS
All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (Labor/DUI) to determine whether any monies are owed to Labor/DUI as a result of unemployment insurance overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
