POSITION DUTIES

Under the direction of the Executive Director of Government Affairs, the position will serve as the lead analyst to perform analysis, research, and make recommendations to the Executive Director of Government Affairs, and/or the State Superintendent on critical policy and legislation that impact Maryland’s students, families, and communities. This position leverages critical thinking, analysis, and communication skills to ensure policies of the Department are aligned with best-in-class research, accurate, and easily understood by stakeholders.

Responsibilities Include:

  • Lead the agency’s work to modify, refresh, retire, or create appropriate Code of Maryland Regulations (COMAR) as a result of legislative or policy changes.
  • Work collaboratively with various Offices within the Department to research, recommend, and draft educational policy for the State of Maryland and legislative review and help track mandatory report submissions due to the MD General Assembly or Governor’s Office.
  • Track key legislative progress at the federal, State, and local levels, while assisting on special projects (e.g. Blueprint for Maryland’s Future, etc.).
  • Lead workgroups to review the legislation, propose changes, and make recommendations for positions to the State Superintendent.
  • Assist in new initiatives to improve organizational efficiency, visibility, and organization-wide leadership development.

MINIMUM QUALIFICATIONS

Education:  A Bachelor’s degree from an accredited college or university.

Experience:  Five years of experience as policy or program analyst or administrative experience in or affiliated with Education Programs.

Notes: 

  1. A Master’s Degree or higher may be substituted for two years of experience as defined above.
  2. Additional experience as defined above may be substituted for the required education at a rate of one year for 30 semester credit hours.

DESIRED OR PREFERRED QUALIFICATIONS

  • Prior experience in legislative interpretation, analysis, and reporting.
  • Experience or knowledge of education programs and associated legislation and statute
  • Experience working with State and national public school legislation.

SPECIAL REQUIREMENTS
