POSITION DUTIES

The Education Program Manager's role would address critical needs and gaps in the current DPSCS educational operational areas.

  • Visiting and Monitoring the MD Labor, Higher Education, and Community Education programs within the facilities
  • Coordinating and overseeing the day-to-day operations of the education programs to ensure ACA compliance
  • Survey incarcerated students and instructors for the required federal Best Interest Determination (BID) report for all colleges/universities
  • Collaborating with other agencies and state correctional education directors on educational concerns
  •  Assisting in the creation of Education MOUs, manuals, and other documents
  • Co-Chairing the Maryland Advisory Committee on Prison Education Programs (MACPEP) and various CEC committees
  • Assisting the Director with the daily operations of the Education Department, including attending meetings and events on behalf of the Director and DPSCS
  • Overseeing the Certified Peer Recovery Specialist Program and coordinating with the Division of Parole and Probation, Maryland Department of Health and MD Labor
  • Oversee grants received, and prepare repots, for the DPSCS education unit

MINIMUM QUALIFICATIONS

Applicants must meet all minimum qualifications to be considered, and to appear on the list of people eligible for hire. Please read all requirements before applying.

Education:  A Master’s Degree from an accredited college or university in Criminal Justice, Education, or Education Administration/Supervision.

Experience: Three years of experience coordinating or administering large education programs or services.

Notes:

1. Candidates may substitute a Master’s degree for 36 credit hours of post-baccalaureate coursework in Criminal Justice, Education, or Education Administration/Supervision

2. Candidates may substitute the possession of a Doctorate degree from an accredited college or university in a field related to the position for two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Education Program classifications or Education Program specialty codes in the Education field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

1. Experience working with adult learners.

2. Eligible for or possess a Maryland Advanced Professional Teaching Certificate in Secondary Education or Education Administration/Supervision.

3. Experience writing, budgeting, and managing grants.

4. Experience coordinating or administering a large education program in a correctional setting.

· Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date)
