Main Purpose of Job

The Maternal and Child Health Bureau's (MCHB) mission is to protect, promote and improve the health and well-being of all women, newborns, children and adolescents in Maryland. MCHB programs and activities strive to strengthen and support the maternal and child health infrastructure and to assure the availability and accessibility of preventive and primary care services for women, children and adolescents.

The position will serve as a cross-cutting leader throughout the Bureau, providing consultation to all Bureau’s programs as well as providing direct oversight of the MCHB Office of Assessment and Evaluation (OAE), which focuses on population health epidemiological evaluation and MCH assessment and surveillance. This position is managed through subordinate Program Managers and Coordinators, overseeing a total operating budget of approximately $15 million and approximately 17 staff. This position will also be responsible for planning, coordinating, and organizing the Maternal and Child Health Bureau’s (MCHB) response to new and emerging initiatives related to maternal health, perinatal health, and epidemiology. Furthermore, the role will lead the development and organize strategies across the Bureau to ensure programmatic success, particularly in addressing Department-prioritized issues such as infant mortality, substance-exposed newborns, and severe maternal morbidity. 

The position will work across all the more than 30 programs across the Bureau to ensure that programs have logic models, evaluation plans, and any other aspects of performance management. The Programs that this position will directly oversee include but are not limited to the: Pregnancy Risk Assessment Monitoring System (PRAMS); fatality reviews processes such as Child Fatality Review (CFR) program, Fetal and Infant Mortality Review (FIMR) program, and Maternal Mortality Review; quality improvement initiatives such as Thrive By Three (TBT) program, Babies Born Healthy (BBH) Initiative, Postpartum Infant Maternal Referral Program; and other efforts such as implementing an electronic Prenatal Risk Assessment, the Overdose Data to Action program, and the Maryland Child Abuse Medical Providers’ Network (CHAMP). These initiatives improve MCH systems of care and help facilitate collaboration on data access, integration, quality improvement, and performance management.

The position will also lead the strategy and direction of the overall MCH Epidemiology program. The position will have an understanding of data collection, management and analysis to strategically guide the MCH Bureau to use existing program data for decision-making as well as improve data and surveillance methods to best meet the needs of our programs. 

This position will manage several federal grants from the U.S. Health Resources and Services Administration (HRSA) and the Centers for Disease Control and Prevention (CDC), including the Maternal and Child Health Title V Block Grant, which is the is the second-largest federal grant supporting the Maternal and Child Health Bureau, the State Systems Development Initiative (SSDI), and the Sudden Unexpected Infant Death grant, among others. Additionally, the role will oversee coordination during the state legislative session, to support policy recommendations, regulations, and guidelines related to perinatal health subject matter and infrastructure. This position will also be responsible for assisting with developing policy agendas and writing position statements; identifying potential grant opportunities; and helping ensure system integration across the MCHB in terms of program and new initiatives.

This position is eligible for hybrid telework.

MINIMUM QUALIFICATIONS

Qualified candidates must possess a master's degree in public health, epidemiology, maternal & child health or related field, 6 years of professional experience in public health, particularly in maternal and child health programs, health policy development, and federal grant management (e.g., Title V, SSDI), including 3 years of supervisory or managerial experience.

Candidates may substitute a bachelor's degree and 2 additional of professional experience in public health, particularly in maternal and child health programs, health policy development, and federal grant management for the required master's degree.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred candidates should possess the following:

  • Proven expertise in data management, surveillance, and program evaluation, with experience developing logic models, evaluation plans, and quality improvement initiatives. 
  • Strong budgeting and financial management skills, with experience overseeing multi-million-dollar programs.
  • Excellent communication and collaboration skills, capable of working with diverse stakeholders including internal teams, external partners, and public health agencies. 
  • Strategic planning and decision-making abilities, with a demonstrated capacity to manage complex public health initiatives and respond to emerging issues.
